- Please review the attached DRAFT Performance Work Statement. NRL operates as the Navy's full-spectrum corporate laboratory, conducting a broadly based multidisciplinary program of scientific research and advanced technological development directed toward maritime applications of new and improved materials, techniques, equipment, systems and ocean, atmospheric, and space sciences and related technologies. The Laboratories four Research Divisions are focused on the following disciplines: Systems (Research Code 5000), Material Science and Component Technology (Research Code 6000), Ocean and Atmospheric Science and Technology (Research Code 7000), and the Naval Center for Space Technology (Research Code 8000). In support of these activities often require the acquisition of specialized services and supplies not readily available here at NRL. These Research Codes require assistance with requirements definition, the development of acquisition planning and acquisition strategy documentation, and preparing procurement packages for submission to the Contracting Division. The Contracting Division (Code 3200) provides all major contracts support to the laboratory. Code 3200 maintains an internal website that acts as an information resource for the Research Codes and the Contracting Officers Representatives (CORs), while also providing contracting tools to support the Code 3200 mission including, Milestone Trackers, Contract Shells, Acquisition Process Guides, and various templates and training information. Code 3200 requires support to maintain and update the Code 3200 internal website and web content as well as update, develop and design web-based tools necessary to support workload analysis, reviews of critical business processes, management information and feedback. This is a request for information (RFI) issued by the Naval Research Laboratory (NRL) for information and planning purposes only. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future acquisition. The NRL is requesting information on potential sources for Scientific and/or Technical Acquisition Planning and Strategy Documentation Support and Office Website Support. It is anticipated that these efforts will be awarded with an anticipated period of performance of one base year plus two option years. Response Due date Request for Information (RFI) submissions are due no later than 12:00 p.m., Eastern time, 11 May 2016. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. No solicitation is available at this time; however, should such a requirement materialize, no basis for claims against the Naval Research Laboratory (NRL) shall arise as a result of a response to this Sources Sought notice or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Background There is no incumbent contractor. Resources In order to aid industry in evaluating their ability to provide the requirement, a draft Performance Work Statement has been attached and is provided herein this RFI. NRL asks that interested parties, at a minimum, supply the following information: 1. CONTACT INFORMATION a. Name of company and point of contact (POC) b. Telephone number, fax number, address, and e-mail address of POC c. Business size and number of employees d. Proposed NAICS code e. Proposed PSC code 2. CAPABILITY STATEMENT Organizations responding to this RFI are requested to provide a Capability Statement. The Capability Statement should indicate whether the Contractor is capable of performing the required work. The Capability should also state whether the organization can meet the performance requirements stated in the draft performance work statement or, if not, provide the requirements that can be met by the organization. The Capability Statement must state whether the organization normally provides this type of effort as a commercial services or non-commercial services and provide support for that determination. 3. Pricing, Schedule, and Commerciality Information Catalog prices, rough order of magnitude costs, and delivery schedule. 4. Assumptions A list of assumptions, if any, which were considered in formulating the response. Disclosure of Information NRL will not publicly disclose proprietary information obtained as a result of this RFI. To the full extent that it is protected by law and regulations, information identified by a respondent as Proprietary or Confidential will be kept confidential.
