Description
SYNOPSIS The US Army Cargo Helicopters Project Management Office (PMO) is conducting market research to determine the availability of existing non-developmental Fast Rope Insertion Extraction Systems (FRIES). The purpose of this notice is to obtain information from industry vendors regarding their existing FRIES systems for the Cargo Helicopters PMO, Program Executive Office, Aviation (PEO Aviation). SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. Include whether or not you are a small business; HUB-Zone small business; service-disabled veteran owned, veteran-owned small businesses; women-owned small business; or small disadvantaged business in order to assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. GENERAL PURPOSE Purpose The US Army Cargo Helicopters PMO is seeking information on available FRIES systems. Cargo Helicopters PMO is not interested in any information about FRIES systems that require any developmental effort. Cargo Helicopters PMO is interested in receiving information about existing COTS/GOTS FRIES systems that are designed to mount to CH-47 helicopters without any permanent modification to the aircraft. The purpose of this Request for Information (RFI) is to gather information that will assist the PMO in evaluating systems for airworthiness qualification for use on the CH-47F aircraft. Acquisition Approach The US Army Cargo Helicopters PMO does not currently intend to purchase these systems for field use. There is a small potential for purchase of systems as required for airworthiness qualification efforts. This market research will allow the PMO to make an informed decision about how to proceed. RFI REQUIREMENTS Description of Information Requested The Cargo Helicopters PMO is requesting information from vendors regarding existing COTS/GOTS FRIES systems that are designed to mount to CH-47 helicopters without any permanent modification to the aircraft. Cargo Helicopters PMO is not interested in any information about FRIES systems that require any developmental effort. 1. Provide company information including: a. Company name and address b. Size of company (number of personnel, total revenue, ownership, parent corporation, etc) c. Point(s) of contact including name, phone number, address, and email; length of time in business d. Geographic presence 2. Describe your organization's FRIES product. 3. Provide technical data on how your FRIES system mounts to a CH-47F. 4. Describe the number and type of rope attach points provided by your FRIES system. 5. Provide information on estimated time required for the following activities: a)install system; b)remove system; c) deploy ropes; d)retract ropes; e)disconnect ropes 6. Provide technical data describing structural analysis that explains the total weight capacity of your system and the weight capacity per rope attach point. 7. Provide dimensional, materials and weight information of your FRIES system. 8. Provide any existing test reports and data from previous airworthiness qualification efforts on a Chinook variant. 9. Provide any commercial or catalog price information for your system. 10. Identify any Chinook Operators that are currently using your FRIES system. 11. Identify conditions or issues requested in the RFI that cannot be met or may interfere with the intention of this project. 12.
