- The Buffalo District is currently preparing a solicitation to award a contract for repair work that is required at Barcelona Harbor, Westfield, NY. This is not an Invitation for Bid, Request for Proposal, or a Request for Quote. This is to make industry aware of an upcoming requirement. Barcelona Harbor is located on the southeastern shore of Lake Erie in the town of Westfield in Chautauqua County, New York, approximately 28 miles northeast of Erie, Pennsylvania and 17 miles southwest of Dunkirk, New York. The harbor supports both commercial and recreational navigation and its West Breakwater provides opportunities for shore-based activities such as fishing and bird-watching. The harbor's navigation structures include a 693-foot long East Breakwater and 790-foot long West Breakwater. Both breakwaters were constructed of granular filled circular steel sheet pile diaphragm cells with concrete caps. As a recreational feature, a concrete access ramp extending from the Shorearm to the West Breakwater was added in 1965. In 1984, additional modifications were made to the harbor due to its history of severe and unsafe wave conditions. Severe lake storms occurring on October 29 through November 2, 2015 caused cellular SSP failure of one cell (seventh cell from the lakeward end) along the West Breakwater. This failure resulted in the complete loss of the cell's internal granular fill down to the lake level and left the concrete cap supported only by edge friction. Repairs are required to the failed section of a sheet pile cellular structure that will include the following: driving approximately 72 linear feet (36 feet each side) of new sheet pile and filling with stone and Government supplied concrete blocks. Piles will be flat sheets about 23 feet in length, driven to form arcs (dia. approx. 30ft.) and welded above and below water to existing steel piles. The drive lines for piles are obstructed, on one side by the failed 2 feet thick concrete cap and on the other side by armor stone. These obstructions are to be removed and reused in the work. Some damaged piles remain and will need to be removed from the drive line as well. In water work environmental window opens on 15 June 2016. No questions will be answered until official solicitation is issued.
