Description
Market Research and Sources Sought Notice for information on capability and availability of potential contractors with marine construction capability and experience to perform construction of rock dikes and jetties, river bank armoring, other rock structures, and maintenance of existing similar rock structures on river systems and coastal projects throughout the boundaries of the USACE, Mobile District. This is a SOURCES SOUGHT SYNOPSIS and is NOT a solicitation announcement. The purpose of this Market Research and Sources Sought notice is to gain knowledge of potential qualified Small Business firms. The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement to construct rock dikes of varying lengths, other marine rock structures, and coastal and river bank armoring. The contractor shall have the ability to obtain Class 2 riprap stone and Class 1 bedding stone, and construct such described structures utilizing floating plant and related equipment at various river and coastal sites within the Mobile District Civil Works boundaries. The structures would range to a maximum volume of approximately 60,000 cubic yards of Class 2 riprap. The contractor's plant shall be capable of working in varying sea conditions and river flows. The construction cost is expected to range between $5 million to $10 million. Proposed construction duration is 400 calendar days. Sources are being sought from firms with a North American Industry Classification System (NAICS) Code of 237990 with a Small Business Size Standard of $36.5 million. Responses are requested with the following information, which shall not exceed a total of eight (8) pages. 1. Offeror's name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, 8(a) and Women Owned Small Business shall be indicated on first page of submission. 3. Bonding capability: Please provide a letter from your bonding company to support current bonding capability of at least $10 million. 4. Description of capability to perform the proposed construction, manage subcontractors, prepare and comply with various environmental permits, and capacity to execute this project with other ongoing contracts. 5. Past performance/experience on projects of similar scope, describing no more than five (5) projects that are at least 50% complete within the past five (5) years of the issue date of this Notice. The past performance information should include project title, location, general description of construction performed to demonstrate relevance to the proposed project, the offeror's role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). 6. The names and various specifications of the various floating plant and attendant plant, and equipment to include: barge length, width, draft, spud lengths, barge capacity; crane/excavator load capacity, bucket capacity; tender/push boat size, horsepower; maximum/minimum water depths/flows/waves the floating and attendant plat can efficiently operate. Submittals will not be returned. Telephonic responses will not be honored. This is not a Request for Proposal, only a Request for Information. No award will result from this Sources Sought. This notice does not constitute any commitment by the Government.
