Description
Purpose: The Federal Aviation Administration (FAA), Air Traffic Organization (ATO), Office of Navigation Services (AJM-32) is assessing the feasibility of adopting a service model process acquisition for the operation, maintenance, and directed reduction of the Very High Frequency (VHF) Omni-Directional Range (VOR) network to a Minimum Operational Network (MON). The purpose of this market survey is to elicit statements of interest and capabilities from business vendors capable of providing these services. Background: For over 50 years aircraft have flown routes defined by VORs to navigate throughout the National Airspace System (NAS). Under the Next Generation Air Transportation System (NextGen) the FAA will primarily rely on the Global Positioning System (GPS) for positioning,navigation, and timing. As NextGen progresses, the FAA anticipates that the need for VORs will decline, thereby permitting the FAA to remove from service a significant number of systems currently in operation. At the same time, FAA policy requires a back-up system in the event of loss of GPS signal. Under the VOR MON program, specific VORs will remain in service to provide that back-up system. The FAA estimates that the current inventory of 957 FAA owned and maintained VORs can be reduced to approximately 649 operational systems between the beginning of FY2016 and the end of FY2025. This reduction will be directed by the FAA in accordance with the process outlined in FAA Order 7400. The FAA maintains a list of VORs currently slated for removal from service. The VOR MON program will be implemented in two phases. Phase 1 began in FY2016 and will target the discontinuance of approximately 74 VORs by the end of FY2020. Phase 2 will target the discontinuance of approximately 234 additional VORs between the beginning of FY2021 and the end of FY2025, at which time VOR discontinuance under the VOR MON program is planned to be completed. The scope of this market survey and the VOR MON program do NOT include: DME (Distance Measuring Equipment) or TACAN (Tactical Air Navigation) systems. Facility demolition or site restoration. This market survey includes two distinct but interrelated tasks: 1) discontinuance of 308 targeted VORs between the beginning of FY2016 and the end of FY2025, and 2) operation and maintenance of the VOR network remaining in service from the beginning of FY2016 to the end of FY2025. Note that this 10-year period of operation and maintenance includes the entire population of VORs as the discontinuance occurs. Further, it is understood that the FAA has started the initial work in Phase 1. However, the intent at this time is to be able to evaluate market interest and capabilities, not costs, in a direct comparison of the entire program. We have not yet established if or when a future market survey requesting costs might be released. Therefore, the goal of this market survey is to conduct research into interest and capabilities only, in the performance of the program as a whole, covering the entire period of performance of the VOR MON program, as described above, and itemized below: 1) Discontinuance of 308 targeted VORs between the beginning of FY2016 and the end of FY2025 includes: a) Support the relocation of the collocated services Hazardous Inflight Weather Advisory Service (HIWAS) and Remote Communications Outlet (RCO) to a nearby VOR in the same network. b) Implementation of the VOR new service volume. c) Any other action required for the discontinuance of the VOR (documentation, charting,and procedures updates). d) Minimizing the impact on current users of the VORs during this process. e) Removal and disposition of discontinued VOR equipment. Discontinued VOR equipment will be available for use in the repair and/or replacement of VORs remaining in service. 2) Operation and maintenance of the entire VOR network as the discontinuance occurs from the beginning of FY2016 to the end of FY2025. This includes H, L,and T Class VORs. Each VOR must meet all system certification requirements, standards, and tolerances and must be available at least 99.7% of the time. This task includes: a) Repair and/or replacement of the VOR systems remaining in service at any given time. b) Logistics and supply support. c) Training of technicians required to perform the operation and maintenance of the VOR network. This market survey is a follow-on from a previous market survey (# 19007) posted on this website on December 15, 2014 with amendments on January 27, 2015 and Feburary 10, 2015. The package for this market survey includes answers to questions submitted to the FAA by interested parties in connection with the earlier market survey. A description of your proposed conceptual approach to accomplish the tasks described in this market survey.
