- J&A Redacted This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation (FAR) Part 6.302.2 for other than full and open competition, as well as FAR Parts 13.5 and 5.2. The US Army Contracting Command, Aberdeen Proving Ground - Tennant Contracting Division, 6001 Combat Drive, Aberdeen, Maryland, 21005 has a requirement to procure the following: Gerstel Automated Liquid Auto-Sampling Robot with Static headspace Injections associated accessories, licenses, and training System Requirements as follows; 1- Hardware MUST be compatible with existing Agilent 6890 GC with 5975n mass selective detector. 2- Software MUST be fully integrated within Chemstation version 0.02.00.275 and Windows 2000 software. 3- System MUST have modular upgradability to include thermal desorption, pyrolysis sampling, dynamic headspace and stir bar sorptive capabilities. 4- Software MUST have sample overlap capability to maximize sample throughput. 5- System MUST have capability to sample from various vial sizes from 1 to 1OOml. Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy agency requirements, the Government intends to award a Firm-Fixed price Sole Source contract to Gerstel Inc, a small business. The associated North America Classification Systems (NAICS) Code is 334516 and the Business Size Standard is 500. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the U.S. Government. Interested persons may identify their interests and capability to respond to this requirement no later than 2:00 PM Eastern Time, Sunday, 01 May 2016. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
