- This is a notice to all offerors that FedBizOpps Combined Synopsis/Solicitation VA256-16-Q-0596 is being amended to add Vendor Questions and Responses listed below: Vendor Questions and Responses Question: * Do we need to bid on all parts of the bid including delivery, installation, and training? Or can we bid only on the supply of the fire extinguishing equipment? Response: For your offer to be considered you must quote all line items. From Section A. Supplemental Information to Offerors 15. Proposal Total Firm Fixed Price: 15.1 Offers shall include a Total Firm Fixed Price for CLINs 0001-0007 for the items listed in this procurement. 20.5 The Price/Cost Schedule listed in Section B.1 of this solicitation shall be used by prospective contractors to submit pricing and cost data for the items requested in this solicitation. 23. ACCEPTABLE OFFERS: One single contract will be made as a result of this solicitation. For an offer to be considered for a potential contractual award the contractor must provide all CLIN items listed in this solicitation. Contract award shall be made on an ALL OR NONE BASIS by the contracting officer. Partial offers that do not address, provide, and/or quote all CLIN items shall be deemed not technically acceptable and shall be rejected. Offers must clearly indicate if brand name items are being furnished or if or equivalent, brand name or equal, alternate, or substitute products are being provided. Question: * Also, if we do complete the installation, is this a one time set up or will we be expected to complete annual services on the equipment? Response: Installation will be a one-time set up to outfit the Concourse, Staff Garage, and D&T Building with fire extinguishers. Annual or continuing services for this requirement are not being requested at this time. A separate solicitation for annual or continuing services may be done at a future time (i.e a solicitation for a services contract). The contractor is responsible for the initial annual inspection but not for inspections that follow. From Section A. Supplemental Information to Offerors 5. Contract Type and Period of Performance: 5.1 Upon award, contract will be a Firm Fixed Price contract. The contract will consist of Contract Line Items (CLINs) for supply/equipment, delivery, installation, inspection, and training. 5.2 The anticipated Period of Performance for delivery and installation is July 1st, 2016. From Statement of Work 2. SCOPE 2.1 The Contractor shall provide, transport, install, and complete the initial annual inspection of all listed equipment. All products must meet all salient characteristics defined in this section. Question: Will the fire extinguishers be in cabinets or mounted directly to the wall? Response: The floor plans and drawings for the building do not specify whether the fire extinguishers will go in a cabinet or on the wall. It is going to be a combination of both. The general, clinical, and administrative areas will have mostly have cabinets; while, hazardous and mechanical spaces will need them mostly mounted on the wall. Contractors should come prepared with tools to mount some of the extinguishers on dry wall and concrete. There will not be any drilling though metal of any sort.
