INL UN MISSION South Sudan Support Services - SAQMMA16R0280 The Department of State, Bureau for International Narcotics and Law Enforcement Affairs (INL), as part of the U.S. Government's contribution to the United Nations Mission in South Sudan (UNMISS), provides civilian Police and Corrections advisors to the mission. INL works with the United Nations (UN) and its officials in managing and administering the functions expected of him/her in accordance to international and UN standards, and established UN policies and procedures, in order to ensure the success of UNMISS's mandate, as defined by the UN Security Council. INL also works with UNMISS and the Government of South Sudan (GOSS) and its entities to implement the 17 August 2015 peace agreement, providing support that may include training, technical assistance, and equipment to the SSNPS and other criminal justice entities to foster law enforcement, security, rule of law, and justice during the post-conflict transition. The solicitation will be entirely set-aside exclusively for Service Disabled Veteran-Owned Small Businesses (SDVOSB). Offers from other than SDVOSB small business concerns will not be considered for award. All responsible SDVOSB sources may submit a proposal which shall be considered by the agency. The acquisition will be conducted under NAICS code 541618. The small business size standard under this NAICS code is $15.0M. The Department of State contemplates award of a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract resulting from this solicitation. The contract type(s) for an individual task order will be one or more of the types identified in FAR Part 16. The contract minimum is intended as $5,000 and the contract maximum is intended as $30,000,000, over the 3-year (base year and two options) period of performance, these amounts are subject to change before solicitation issuance but will be set and stated in the solicitation. The Department of State intends to evaluate proposals using the best value-tradeoff source selection process, as defined in FAR 15.101-1, however this is subject to change before solicitation issuance and the basis of award will be stated and confirmed clearly in the solicitation. Projected Date for Issuance of Solicitation on FBO: end of April/beginning of May 2016 Projected Date for Receipt of Offers: 30 days after release of solicitation Dates are subject to change. Interested vendors should monitor FBO. To be eligible for award, a prospective contractor must have an active registration in the System for Award Management (SAM). The solicitation will provide specific instructions for the submission of offers, hard copy technical and price proposals will be required. As a starting and planning point for industry until final release of the solicitation, a Draft RFP has been attached to this pre-solicitation notice. Please note this is a Draft, not the final solicitation. Interested vendors should monitor FBO for additional information. The solicitation will be posted here on FBO. Questions will not be answered at this time. No further action is required from interested vendors at this time.
