Description
Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD, 20899-1640 Background: The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing one (1) vacuum-compatible photon-counting position-sensitive x-ray area detector in the Physical Measurement Laboratory (PML) for NIST's Radiation Physics Division. The tool is used with vacuum double crystal spectrometer (VDCS) to reduce uncertainties and correct for systematics in wavelength measurements. After market research results are obtained and analyzed, minimum requirements specifications for the vacuum compatible photon counting x-ray area detector will be established. NIST may use these established specifications in conducting a competitive procurement and subsequently award a Purchase Order in the future. If a minimum of two (2) qualified small businesses are identified during market research stage, then any resulting competitive procurement may be considered for a small business set-aside. Requirements: NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having no more than 500 employees. Please include your company's size classification and socio-economic status in any response to this notice. The Contractor is required to provide one (1) position-sensitive photon-counting X-ray area detector that meets the following specifications: 1.1.The x-ray detector should be vacuum compatible 1.2.Single-photon counting capable of discriminating individual photon events that will allow characterization of the alignment and correction for systematics. 1.3.The dimensions (active area of detector) shall be > 25 mm by 75 mm. The x-ray beam is approximately 12 mm tall and 25 mm wide at the detection plane 1.4.The pixel dimensions (or more generally, resolution elements) shall be < 250 μm by 250 μm. 1.5.The photon efficiency for from 2 keV to 10 keV shall be > 50 %. 1.6.The frame rate shall be 0.1 to 10 Hz. 1 frame per second will be a regular frame rate but the option of longer and shorter exposures should be available. 1.7.The volume in which the detector must fit is constrained by the vacuum chamber dimensions, viz., 90 mm (w) by 150 mm (h) by 100 mm (d). Instruction to Responders: Companies that are capable of providing this vacuum compatible photon counting x-ray area detector are requested to email a detailed report describing their abilities to tracy.bisson@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1.Name of the company(s) that offer the required vacuum compatible photon counting x-ray area detector. In addition, provide a point of contact for the company(s). 2.Indication of number of days, after receipt of order that is typical for delivery of the vacuum compatible photon counting x-ray area detector. 3.Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. If the company is not the OEM, the company shall indicate who is the OEM. 4.Interested vendors shall address the OEM parts country of origin. 5.Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
