- Sources Sought Evaluation of Child Nutrition Special Grants The U.S. Department of Agriculture, Food and Nutrition Service (FNS) intends to issue a procurement for the subject research study in Fiscal Year 2016 and is seeking statements of capability from potential offerors. Preference will be given to small businesses with experience and staffing to perform the requirement as demonstrated in their capability statement. FNS is seeking a contractor to conduct a series of studies that will assess the implementation processes, outcomes, and, as necessary, the impacts of six different grant programs awarded by the Child Nutrition (CN) program. The CN grants include: 1) Team Nutrition Training grants; 2) Chefs Move to School; 3) Farm to School (FTS) grants; 4) Direct Certification Improvement Grants; 5) Equipment Purchase Grants; and 6) Administrative Review and Training Grants. For each grant program, the contractor will design and conduct an independent evaluation study, however they may be carried out simultaneously. Each evaluation will be tailored to the specific settings, target audience(s), and anticipated outcomes of the particular grant program. All studies will be national in scope, require primary data collection and analysis as well as secondary data analysis. Additionally, the contractor will provide technical assistance for grantees to support their own evaluations and provide guidance to practitioners, grantees, and FNS to inform changes to subsequent grant application materials, project monitoring plans, and reporting processed to support ongoing evaluation efforts. Approaches to evaluating program outcomes and impacts will vary. Findings from these studies will quantify and describe the activities funded by each grant, determine (to the extent possible) their impact on relevant outcomes, and provide analysis to inform FNS decision-making to improve the parameters and requirements of future grant awards.
