- The Smithsonian has a requirement for comprehensive Integrated Pest Management ("IPM") pest control services at various locations in its museum buildings on and around Washington, DC, and in Chantilly, VA. These services entail responsibility for ongoing investigation, monitoring, extermination and reporting on pest control activities for museum collections and food services areas ("Project"). The need for the project is required by expiration of contract F11CC10532 acceptably performed by Innovative Pest Management. Firm evaluation and selection will be conducted in accordance with FAR Part 15, Best Value Procurement, including past performance. A Request for Proposals ("RFP") including a 54 page scope of work will be issued to pre-qualified contractors. The period of performance is estimated to be from notice to proceed in September 2016 to September 2019, with two additional one year options to extend. Estimated value of the agreement is $325,000 for the initial three year term. A summary of the work is as follows: 1) Individual pest management plans for 11 food service areas; 2) Individual pest management plans for 67 different collections areas, involving a number of sensitive substrates including but not limited to paper, stamps, fabric, wood, feathers, leather, bone, animal and plant materials; and 3) Pests covered under the resultant Contract shall include, but not be limited to, ants (exclusive of carpenter ants and other wood-destroying insects); carpet beetles and other dermestids; cockroaches; stinging insects and their nests; rats; mice; filth flies; fruit flies; drain flies; fabric pests, silverfish; stored products pests; bedbugs, and other potential nuisance insects, such as millipedes; centipedes; mosquitoes, and clover mites that may require pest management, as determined by discussion between the COTR for the finalized Contract and the selected Contractor. The covered requirement shall include pests that threatens the health or general well-being within the Smithsonian Institution, and to any other arthropod pest not specifically excluded from the contract as well as to the grounds within ten (10) feet from exterior perimeter walls of all facilities except those identified by the COTR as not requiring pest management services. Qualifications for the Quality Control Entomologist are summarized as follows: A Bachelors or Masters of Science degree in Entomology, or related field, from an accredited university; with demonstrated practical experience in the successful pest management of an IPM contract in industrial, school, structural, or other institutional environments; Current pesticide certification in the District of Columbia and the Commonwealth of Virginia as a Commercial Pesticide Applicator in the EPA category of "Industrial, Institutional, Structural, and Health Related Pest Control" with a minimum of subcategories to include "General Pest Control" and "Rodent Control." For consideration as an ESA Board Certified Entomologist ("BCE"), the Contractor shall provide current BCE certification credentials showing proof of active membership within the Technical Proposal portion of their bid submittal package. The Board Certified Entomologist shall possess, at a minimum, Master's degree. For those who hold a Master's degree in entomology or a related field, (such as biological sciences, zoology, ecology, etc.), the requirements are at least two (2) years' work experience in the structural pest management field. For those who hold a Bachelor's degree in entomology or a related field, (such as biological sciences, zoology, ecology, etc.), the requirements are at least three (3) year's work experience in the structural pest management field. Performance requirements are extremely rigorous due to the sensitive areas included in the scope. Emergency and extraordinary pest management services shall be provided on a twenty-four hour, seven day per week basis. Response time for emergency and extraordinary services is within four (4) hours from notification of the Smithsonian; pest mitigation requirements therefrom must be completed within 24 hours of receipt of notification.
