- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. A SOLICITATION PACKAGE IS NOT AVAILABLE. The Naval Air Warfare Center - Aircraft Division, Joint Base MDL, NJ (NAWCAD), is seeking information pertaining to how an interested contractor could provide the production units for Lots Two & Three of the Common Aircraft Armament Test Set (CAATS). The CAATS will be used to test/troubleshoot various U.S. Navy (USN)/U.S. Marine Corps (USMC) bomb racks, missile launchers, pylons and emerging weapons carriage devices across most aircraft weapons systems at the Intermediate Maintenance Level (I-level). The CAATS system tests rack and launcher aircraft weapons interfaces off the aircraft prior to the loading of ordnance to ensure proper system functionality and safety of operation. The purpose of the request for information is to identify potential contractors capable of manufacturing the CAATS units based upon the contents within the CAATS Technical Data Package (TDP) and associated Government-owned drawings. The Government has not taken possession of the TDP or the rights to the drawings, as the final drawings have not been finalized and the Government does not yet have possession of the drawings; however the TDP has been procured under a separate contract. RESPONSE SUBMITTAL INSTRUCTIONS All responses submitted must be from Department of Defense contractors - US citizens only - and shall specify on the cover page of the response, or in the transmittal letter submitted with the response, the following: - the business size/status of the organization (i.e., large business, small business, certified 8(a) concern, veteran-owned, HUBZone, woman-owned, etc.). (b) Responses should be submitted to the Contract Specialist listed on this announcement. RFI Submission Checklist: Please ensure your company's submission in response to this RFI includes the following: (a) A cover page or transmittal letter including all of the information listed in the Response Submittal Instructions above and; (b) A one page summary of each topic your company would like to brief to include your company's expertise in design to specifications manufacturing and production capabilities. Responses to this RFI shall be submitted electronically to William Waterhouse - Contract Specialist at william.waterhouse@navy.mil with the subject line "CAATS Lots 2 & 3 RFI Response". Responses will not be returned. The Government is seeking possible sources and potential capabilities for informational purposes, only No reimbursement will be made to respondents for any costs incurred in developing information for, participating in meetings with, or engaging in discussion with the Government in response to this announcement or any follow-up information requests. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED.
