Description
Project Title: Former Kansas Army Ammunition Plant (KSAAP) 1200 Area Remedial Action Services; Location: Parsons, Labette County, Kansas; Response Date: 13 May 2016, no later than 1:00 PM (CST-Kansas City, MO), electronic submittals (see below email address for submittal POC); Contract Specialist: Ronica Smith, Ronica.R.Smith@usace.army.mil. This is a Sources Sought Announcement ONLY; no solicitation exists at this time. In response to the Department of Defense (DoD) and Department of the Army (DA) Performance-Based Acquisition (PBA) initiative, the U.S. Army Corps of Engineers, Northwestern Division, Kansas City District, is seeking information on sources that provide performance-based environmental remediation services. The U.S. Government desires to procure the environmental cleanup services on a small business set-aside basis, provided two or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if two or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantaged Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB, or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids, or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, or IFB, or RFP, is any is issued. If a solicitation is released, it will be synopsized on FedBizOpps.gov. It is the responsibility of potential offerors to monitor FedBizOpps.gov for addition information pertaining to this requirement. The anticipated NAICS code is 562910 Environmental Remediation Services, Size Standard in Number of Employees: 750. Anticipated work shall be conducted under the Base Realignment and Closure (BRAC) Program, which falls under the Army Environmental Cleanup Program. The Site, a former ammunition plant is a Base Realignment and Closure (BRAC) facility that closed in 2008 and since that time, has been transferred and sold to various private entities. The U.S. Army is retaining clean-up authority at various Solid Waste Management Units at this site. It is anticipated that if a solicitation results from this notice, it will be to award an Indefinite Delivery Indefinite Quantity (IDIQ) Contract for approximately not to exceed $10 Million, set-aside for Small Business. Project Objectives: Planning document preparation; Abandon monitoring wells; Blast and/or hydraulically hammer contaminated limestone; Excavate and segregate overburden soil and/or previous backfill soil; Dewater selected excavation areas and dispose of contaminated groundwater; Stockpile uncontaminated overburden soil/previous backfill; Dispose of contaminated overburden soil and limestone; Backfill excavation areas; Restore and re-vegetate the site; and Final report preparation. The extent of surface soil and bedrock removal will be dictated by analytical sampling results. It is estimated that 7,000 bulk cubic yards (bcyds) of overburden material will need to be managed and segregated for both re-use and offsite disposal. It is estimated that 17,000 bycds of limestone bedrock will be required to be removed, sampled and disposed of off-site. Shallow groundwater levels are present in the area and thus required to be managed. It is proposed that excavations be dewatered, treated and disposed of at the onsite Sewage Treatment Plan or disposed of without treatment at an offsite disposal facility. A dewatering system designed will be required to handle approximately 1,080,000 gallons of groundwater contaminated with total chromium and hexavalent chromium. Once sampling confirms all contaminated overburden and bedrock has been removed, backfill operations will commence. All planning documents, to include excavation and backfill plans and dewatering plans, will require Army and regulatory approval prior to the start of field work. Final documentation of project activities and results will need to be prepared and submitted to Army and regulatory agencies for approval. Submittals shall not exceed 5 pages (8-1/2 x 11). Times Roman Number, 12 font, with one (1) inch margins. Bulleted responses are acceptable. Please provide the following: 1.) Submittals shall include a Federal, State, County, or Local Government certified documentation that will substantiate the submitting firms place of business within one of the listed counties (Kansas Counties: Cherokee, Crawford, Montgomery, Neosho, Wilson, and Labette; Oklahoma Counties: Craig and Nowata. Submittals shall include a list of recent projects and associated personnel that demonstrates knowledge and past experience relating to the performance objectives listed above. These projects should document the firm's compliance with State and Federal Hazardous, Toxic, Radioactive Waste (HTRW) Regulations. A discussion of your ability to perform the above stated efforts, experience in working with Federal cleanup programs (particularly DoD) under a fixed price contractual arrangement; 2.) Submittals shall include project information documenting experience in the stated performance objectives listed below shall be no more than four (4) years old and include the capacity that the firm worked in on the project (prime or subcontractor), and the contract type. To facilitate in making a capability determination, provide a brief outline of past performance/previous experience (within the past 5 years) on similar type work (i.e., fixed-price remediation) to include dollar value, Contracting Organization, Contract number, prime or subcontract designation, type of work involved, complexity, timeframe, and government or commercial, as well as address the following: •Corporate experience managing performance-based acquisitions; •Corporate experience conducting and overseeing all aspects of technical and administrative work described above, on contracts that exceed $5 million in value; •Corporate experience integrating multiple subcontractors in meeting performance objectives; 3.) Submittals shall include identification of management staff and plan for technical and administrative support. The management staff must be experienced in handling complex projects with a minimum of five (5) years of experience in work of the same or similar to that listed above. Identify those projects submitted under paragraphs 1 and 2 above, where the management and technical staff have gained the experience; 4.) Submittals shall include identification of firm's socio-economic status (Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, HubZone Small Business, Small Disadvantaged Business, 8a Business, or Woman-Owned Business). If the firm is a small business the response to this sources sought must include how the firm will meet the Federal Acquisition Regulations FAR requirements for limitations in subcontracting for the proposed solicitation or completed contracts of a similar nature and size that states at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern; 5.) In addition to the 5-page documentation stated above, in the cover letter to this response please provide the Name of the firm, point of contact, phone number, email address, DUNS Number, CAGE Code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.), and the corresponding NAICS code. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.
