- JUSTIFICATION AND APPROVAL (J&A) NOTICE OF INTENT TO AWARD A LIMITED SOURCES PURCHASE ORDER OR A LIMITED SOURCES BOA CALL: The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Medium Recovery Range (MRR) Procurement Division intends to solicit and negotiate with only two sources, the Original Equipment Manufacturers (OEMs) - Stevens Manufacturing Co., Inc. (Cage Code 8F781) and Sikorsky Aircraft Corporation (Cage Code 78286). The statutory authority for this acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. In accordance with FAR 6.302-1(b)(1)(ii), the items listed below are available from only two sources. See attached Justification and Approval for Other Than Full and Open Competition (J&A) for additional details. The North American Industry Classification System Code (NAICS) is 336413 with a size standard of 1,250 employees. The Product and Service Code (PSC) is 1680. The small business set aside has been dissolved. This requirement is unrestricted. Delivery is requested twenty (20) weeks after the receipt of the order (ARO). The USCG desires early deliveries therefore early shipments are encouraged at no additional cost to the Government. F.O.B. point is Origin. Delivery shall be to Commanding Officer, Aviation Logistics Center, Elizabeth City, NC 27909. 1. Three (3) each L/H Table Assembly P/N: 70850-82056-041 2. Four (4) each R/H Table Assembly P/N: 70850-82056-042 If awarded as a Purchase Order, inspection and acceptance shall be performed at destination by ALC's Receiving Section. Inspection and Acceptance shall be in accordance with FAR 52.212-4 Contract Terms and Conditions-Commercial Items (May 2015). The Contractor shall furnish a Certificate of Conformance in accordance with FAR 52.246-15. The Certificate of Conformance must be submitted in the format specified in the clause. In addition, the Purchase Order will include: FAR 52.217-6 Option for Increased Quantity (Mar 1989) The Government may increase the quantity of supplies called for in the Schedule up to eight (8) each at the unit price(s) specified. This applies to both Item 1 and Item 2 in any combination as long as the total order does not exceed the Simplified Acquisition Threshold of $150,000.00. The Contracting Officer may exercise the option by written notice to the Contractor within one year (365 days). Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree. If you will not accept the inclusion of FAR 52.217-6 in the Purchase Order, please indicate this on your quote. If awarded as a Delivery Order under the terms of Basic Ordering Agreement (BOA) SPRPA1-11-G-001Y, inspection and acceptance will be performed at origin by the Defense Contract Management Agency (DCMA). Solicitation number HSCG38-16-Q-J00235 is assigned for tracking purposes only. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a quotation to mrr-procurement@uscg.mil with HSCG38-16-Q-J00235 in the subject line which will be considered by the agency if received no later than 12:00 P.M., (EST) on 2 May 2016. A determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government. Award will be made upon determination of fair and reasonable pricing and the ability to make an affirmative responsibility determination. If awarded as a Purchase Order, the terms and conditions will be in accordance with FAR 52.212-4 Contract Terms and Conditions - Commercial Items (May 2015) and the applicable clauses of FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (March 2016). If awarded as a Delivery Order, the terms and conditions will be governed by the BOA.
