Description
Event details and how to attend The U.S. Department of Education's (Department) mission is to promote student achievement and preparation for global competitiveness by fostering educational excellence and ensuring equal access to education. The Department's Office of the Chief Information Officer (OCIO) provides the technological solutions that enable the Department to deliver world-class service to schools, students and their families. To accomplish its mission, OCIO advises and assists the Secretary and other senior officers in acquiring information technology (IT) and managing information resources. OCIO helps these leaders comply with the best practices in the industry and applicable federal laws and regulations, including the Clinger Cohen Act, the Government Paperwork Reduction Act, and the Federal Information Security Management Act. In addition, the agency's Chief Information Officer is charged with establishing a management framework that leads the agency toward more efficient and effective operations, including improved planning and control of IT investments. On September 27, 2007, the Department replaced its enterprise wide network and IT support services contract, known as the Education Network Contract (EDNET), with the Education Department Utility for Communications, Applications, and Technology Environment (EDUCATE) Contract. EDUCATE is a 10-year performance-based, indefinite delivery, indefinite quantity contract (Base Year, plus 9 Option Periods) that moved the Department from a Government-Owned, Contactor-Operated (GOCO) IT service model to a Contractor-Owned, Contractor-Operated (COCO) managed IT service model. The EDUCATE Contract provides IT resources to all Department employees and contractors - approximately 5,600 users who work in Washington, D.C., 10 regional offices in the Continental U.S. and Puerto Rico, and various satellite offices. The EDUCATE Contractor provides a wide-array of fully-managed services that include: Desktop Services, Helpdesk Support Services, Systems and Data Center Services, E-mail Services, Network, Telecom, Multimedia Services, Disaster Recovery Services, Special Services, and Printer Services. Cross functional service areas (general services) include: Invoicing and Billing, Auditing, Reporting, Planning/Project, Security/Privacy, Records/FOIA, Architecture/Engineering, Assistive Technology and Training. The Department's Market Research activities to date include an Industry Day in June 2015 that was attended in-person or virtually by interested vendors and the release of two Requests for Information (RFI). The initial RFI was released with the intention of identifying existing state-of-the art capabilities available in the marketplace; exploring industry vision for innovation and expected rate of change across planned service areas; identifying potential opportunities for cost savings, efficiency and consolidation over the life of the contract; and, soliciting industry feedback on a draft set of business requirements. The second RFI was to obtain vendor feedback to inform the finalization of the Acquisition Strategy, identify performance measurements that promote user satisfaction on provided services, and support the alignment of business and technical requirements with industry standards. The Department initially planned to hold a second Industry Day event in late April 2016. However, due to the developed acquisition strategy and associated activities that are required, the Department has elected to hold a Pre-RFP Industry Day on 06 June 2016. Interested parties within the IT community/industry are highly encouraged to attend this event where the Department will provide an overview of the planned acquisition strategy, industry considerations, and, as appropriate, address questions posed by industry in advance of the event.
