Description
AIRRS Matrix GRS SOW DRS SOW ADR SOW REQUEST FOR INFORMATION: This announcement serves as a Request for Information issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This Request for Information (RFI) is issued for planning purposes only and is not a Request for Proposal (RFP), Invitation for Bid (IFB), or an obligation on the part of the Government to acquire any products or services. In accordance with (IAW) FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government will not reimburse respondents for any costs associated with the preparation or submission of the information requested. All costs associated with responding to the RFI will be solely at the responding party's expense. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. This RFI does not constitute a solicitation for proposal or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. The information provided may be used by the Services in developing an acquisition strategy, a statement of work (SOW), statement of objectives (SOO), or performance specifications. Some information resulting from this RFI may eventually be included in one or more RFPs, which will be released to industry. Any subsequent actions resulting from the evaluation of the information provided in response to the RFI may be synopsized at a future date. If synopsized, information detailing the specific requirements of this procurement will be included. DESCRIPTION. The 96th Range Squadron Support (96 RANSS), in conjunction with the Air Force Test Center (AFTC) at Eglin AFB, FL, is seeking technical information to support the procurement of the next generation of Airborne Data Recorders (ADR), Ground Recorder Systems (GRS), and Data Replay Systems (DRS), titled AFTC Instrumentation Recording and Replay System FA2487-16-R-0148. The Air Force is also seeking a capability to issue Multi-award Indefinite Delivery Indefinite Quantity (IDIQ) contracts with a ordering period of a five years. Information is being collected from all potential sources who can supply all or some of the various configurations to all or some of the ADR, GRS, and DRS requirements. Three (3) Statements of Work (SOW) are available, however the three (3) comprehensive draft Technical Requirements Document (TRD) are exclusively available to DoD contractors certified under the Defense Logistic Agencies (DLA) Joint Certification Program (JCP). Certification under the JCP establishes the eligibility of a U.S. or Canadian contractor to technical data governed, in the U.S., by DoD Directive 5230.25 and, in Canada, by the Technical Data Control Regulations (TDCR). A certification is required by U.S. or Canadian contractors that wish to obtain access to unclassified technical data disclosing militarily critical technology with military or space application that is under the control of, or in the possession of the U.S. Department of Defense (DoD) or the Canadian Department of National Defence (DND). Contractors must submit a DD Form 2345 to the U.S./Canada Joint Certification Office, along with a copy of the company's State/Provincial License, Incorporation Certificate, Sales Tax Identification Form or other documentation which verifies the legitimacy of the company. For copies of the TRD, please email the points of contact identified below with proof of certification. Companies providing information should provide sufficient written information to indicate their capacity and capability to provide the various configurations in each of the TRDs. The NAICS Code assigned to this acquisition is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a size standard of 1,250 persons. Firms responding to this announcement should include their size in relation to this size standard along with the company name, cage code, point of contact, and address. Respondents should also indicate if they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. No set-aside decision has been made. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that small business prime contractors must perform at least 50% of the effort, as defined in FAR Clause 52.219-14 CAPABILITIES STATEMENT. All interested vendors shall submit a capabilities statement that demonstrates their capability to provide the various configurations for all three systems. The capabilities statement should be brief and concise, yet clearly demonstrate an ability to meet the stated requirement. Small businesses with only partial capabilities of this requirement are encouraged to submit their capabilities statement demonstrating the portion of the requirement they are capable of providing/performing. This information will allow the Government to identify areas of possible breakout or possible subcontracting opportunities. Capabilities Statements shall include, but not limited to, the following information: A. Company name, mailing address, Cage code, DUNS number, point of contact (POC), POC telephone number and e- mail address. B. Business size status (i.e. 8(a), HUBZone, Woman/Women Owned or Service Disabled Veteran-Owned, small business, large business, etc.). C. Company and product literature describing the performance parameters of existing and future products with statement of current availability, commerciality, a budgetary estimate of test articles, production units, production quantity breaks and lead times. D. Availability, price, and terms and conditions for warranties in existing and future products E. Capability of providing qualified and experienced personnel, with appropriate clearances. F. Teaming arrangements. Specify kind of arrangement and percentage of work. G. List of configurations and systems available for use. Matrix included for your convenience. This Request for Information is not a request for proposal and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Proprietary information should be marked. Please provide electronic copies of all submitted product literature. Any information provided by industry to the Government is voluntary. The Air Force may contact a respondent for more information or clarification purposes. The Air Force does not commit to contacting a respondent or providing any feedback on a response. The Air Force does not intend to issue any findings or reports outside the Air Force resulting from the Request for Information. Responses to this Request for Information will be used by the Government to make appropriate acquisition decisions. Capabilities Statements should be submitted via an informational package that is due no later than 9:00 AM (CT) on 20 May 2016 via e-mail to the POCs below. The informational package should be in either Microsoft Word or PDF. File sizes greater than 5 megabytes should be submitted via the Army's Safe Access File Exchange, located at https://safe.amrdec.army.mil/safe/. All correspondence sent via email shall contain a subject line that reads FA2487-16-R-0148, AFTC Instrumentation Recording and Replay System. If this subject line is not included, the e-mail may not get through e-mail filters at Eglin AFB. Filters are designed to delete emails without a subject or with a suspicious subject or attachment. Attachments with files ending in.zip or.exe are not allowable and will be deleted. Ensure only.pdf,.doc,.docx,.xsls, or.xls documents are attached to your email. All other attachments may be deleted. The event usually commences with a public program overview and is followed by either one-on-one presentations or discussion sessions with Government or both.
