- Draft PWS. The approved version will be uploaded with the solicitation Presolicitation Notice Maintenance and Repair of Car Lifts and Dock Levelers Ramstein Air Base, Germany This is a pre-solicitation notice only. This notice does not constitute a request for proposal at this time and is not considered a commitment by the Government. The Government does not intend to award a contract on the basis of a pre-solicitation notice. No reimbursement will be made for any costs associated in response to this announcement. The 700th Contracting Squadron, Kapaun Air Station, Germany, hereby publicizes its intention to issue solicitation number FA5613-16-R-0015 to solicit proposals for the non-personal services, management, tools, equipment, labor necessary to perform preventive maintenance, safety inspections and repairs of Car Lifts and Dock Levelers (this term includes Car Lifts and Dock Levelers that are steel constructions metal frames with electrical and hydraulic systems) in the Kaiserslautern Military Community (KMC), in a manner that will ensure continuous and safe operation. This procurement is unrestricted (full and open competition). The Government intends to award one firm-fixed-price contract. The anticipated issue date for the Request for Proposal (RFP) is on or before 11 June 2016. The projected performance period will consist of a 6 month basic period, 1 OCT 2016- 31 MAR 2017, plus four 12 month options, 01 APR 2017 - 31 MAR 2020. The successful contractor will be selected using lowest price technically acceptable (LPTA). The Government plans to use the Federal Business Opportunities (FBO) website and e-mail as the primary means of disseminating and exchanging information. Hard copies of the solicitation and amendments will not be mailed. The website provides all downloading instructions to obtain a copy of the solicitation. All future information concerning the acquisition, including solicitation amendments, will be distributed solely through the website. Interested parties are responsible for monitoring the site to ensure they have the most up-to-date information about the acquisition. All Contractors doing business with the Federal Government shall be registered in the System for Award Management (SAM) database. The website for registration is www.sam.gov.
