- Request for Information. Draft SOW for Internet and Computer Monitoring of defendants and offenders on community supervision by Federal Probation and Pretrial Services Officers. REQUEST FOR INFORMATION (RFI): THIS IS NOT A SOLICITATION. The AO is not seeking proposals at this time and n o award will be made as a result of this request. This RFI is issued solely for information and planning purposes and to locate potential sources. This RFI does not constitute an Invitation for Bids (IFB), Request for Proposal (RFP), Request for Quote (RFQ), or a promise to issue an RFP. The purpose of this RFI is to gain knowledge of interest, capabilities, qualifications of various businesses in advance of a planned solicitation for internet and computer monitoring services. Furthermore, the AO is seeking industry feedback on its draft statement of work. The Government will not be liable for payment of any response preparation expenses and is no way obligated by the information received. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Responses to this RFI are not offers to a contract solicitation and cannot be accepted by the Government to form a binding contract for any supply or service. I nformation gathered from this RFI may be used by the AO in developing a future acquisition strategy and/or Statement of Work. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. NOTE: The use of RFI Number: OPPS16RFC0420 is for tracking purposes only. T hose who respond to this RFI should not anticipate feedback with regard to their submission. This RFI should not be construed as a means to pre-qualify contractors. Not responding to this RFI does not preclude participation in any future RFP. The information provided in this RFI is subject to change and is not binding on the AO. All submissions become the property of the AO and will not be returned. Additionally, this notice is to inform interested parties that the Government may or may not host an Industry Day to be held at later date resulting from the information gathered from this RFI. BACKGROUND: The Administrative Office of the US Courts (AO), Department of Program Services, Office of Probation and Pretrial Services (OPPS) is conducting market research on internet and computer monitoring services that will allow United States Probation and Pretrial Services Offices located in 94 judicial districts nationwide to monitor the internet and computer activities of defendants and offenders under community supervision. The AO anticipates requirements shall include internet and computer monitoring services and restrictions, provision of any required remote internet and computer monitoring equipment, and compliance with reporting and confidentiality specifications. The contractor shall provide all equipment and associated support as part of the services requested. Attached is a rough draft of our requirements for this project. It is provided for your review and comment as it relates to the Statement of Work, the deliverable schedule, Key Personnel requirements. It is for market research purposes only. We are asking and encourage interest parties to provide feedback, whitepapers, recommendations, or questions you may have relating to the attached document. We specifically request suggestions for fixed price pricing strategies. RESPONDING TO THIS RFI: Interested and capable sources are invited to submit an unclassified white paper providing feedback, suggestions, questions/comments on the draft statement of work. Interested and capable sources are also invited to provide additional information describing their internet and computer monitoring system and its capabilities. Please limit White Paper submissions to a maximum of twenty (20) pages with a 12pt Times New Roman font, with a minimum of a one (1) inch margin all around. Supporting information (such as marketing brochures, fliers, published presentations or papers and other materials that summarize the technology and more about your company) is acceptable (up to 4 pages worth). Written responses to this RFI should be submitted to Kimberley Tucker via e-mail at Kimberley_Tucker@ao.uscourts.gov. Submissions MUST be received by 8:00 AM EST, Wednesday, April 27, 2016 to be included in the Government's analysis. Proprietary information shall be clearly marked. The Government will not be responsible for any proprietary information not clearly marked. RESPONSES TO THIS RFI SHALL INCLUDE: a. a. Company Name and Address b. C ompany contact information c. To what extent each of the requirements are reasonable and can be met (i.e. capabilities statement) d. Recommendations for fixed price pricing strategies e. Statement of Interest for participation in an Industry Day resulting from this RFI.
