- USAID/Moldova contemplates award of a Cost-Plus-Fixed-Fee (CPFF) Term, Level of Effort type contract for a period of four (4) years from the date of award. The total estimated cost is about $10 million - $11.5 million. The period of performance will tentatively be September 2016 through September 2020. The purpose of the Moldova Structural Reform Program (SR) is to improve the business and trade enabling environment by helping GOM institutions and the private sector accelerate the implementation of trade liberalization mechanisms, adopt structural macroeconomic reforms, and improve strategic communications between the private and public actors. The program will employ a flexible, demand-driven approach that builds in consultation with all stakeholders and USAID. The goal of the SR Program is to improve Moldova’s economic foundation for growth through structural reforms. The specific objectives of the activity are: 1. Promote compliance and implementation of trade agreements. Many trade and investment environment reforms are required under Moldova’s international treaty obligations, particularly (i) the Deep and Comprehensive Free Trade Area chapter (DCFTA) of the E.U.-Moldova Association Agreement (AA) signed in September 2014 and (ii) the World Trade Organization Trade Facilitation Agreement. 2. Pursue structural reform. The SR Program will create an efficient legal framework that achieves regulatory objectives while keeping burdens on business and consumers to the necessary minimum. This will entail (i) reducing the administrative burden of compliance and increasing transparency in public decision-making, (ii) supporting the stability and soundness of the financial sector, (iii) fostering competition and eliminating anti-competitive regulations, and (iv) fostering effective implementation of laws and regulations. 3. Strategic communications. The SR Program will help shape an agenda that engages counterparts and creates coalitions for successful outcomes. It will strengthen public-private engagement on trade and business environment policies and administration. CDCS IR 2.1: “ Improved Economic Foundation for Growth in Moldova”
