- Attachment 9 - Newsome Creek Feasibility Study, Alternative 4 - Reaches 1 and 2 Amendment 1, pages 2-3 Amendment 1, SF-30 (page 1) This project is being done in collaboration with the Nez Perce Tribe Watershed program. The goal of this partnership is to use restoration techniques to improve waterways. This contract requires data collection and analysis; preparation of design drawings, specifications, cost estimates and supporting documentation; and related work in compliance with its terms, specifications and provisions. This includes the furnishing of all labor, equipment, supervision, transportation, operating supplies and incidentals (except those designated as Government-furnished). The overall objective is to re-design the previously delineated Stream Reach 2 of Upper Newsome Creek to accommodate for the valley-wide restored floodplain and increased budget. New work elements for the Stream Reach 2 design shall be prioritized as follows: 1. New Channel and/or new channel meander construction. Woody debris structures and grade control structures associated with new channel meanders will also be added to the design. 2. New habitat improvement structures (design similar in nature to what was implemented in stream Reaches 5, 4, and 3). The design should achieve the following goals while balancing objectives, costs, and benefits. 1) Improve channel morphology & stream function utilizing as much of the restored valley bottom and floodplain as feasible within Stream Reach 2. 2) Increase fish habitat within Stream Reach 2 primarily through the use of stream habitat features (pools, riffles, glides, ect.) and large woody debris. Background: Full restoration of Stream Reaches 5, 4, and 3 was implemented in 2011 - 2014. These completed reaches and floodplain restoration work are to be used as reference for the design for Stream Reach 2. The large woody debris "system" used on previous reaches should be referenced and carried through Reach 2. In 2014 and 2015, dredge piles were removed from the Reach 2 floodplain to re-establish the floodplain elevation. The dredge material was placed in repositories at the toe of the hillslopes. In addition, topsoil was salvaged and placed in stockpiles. However, the Newsome Creek through Reach 2 is still in its impacted, straightened channel and lacks structure for fish habitat. Location: The project is approximately 38 mi east of Grangeville, Idaho. At the junction of Highway 14 and the Newsome Cr Road (FR 1858), travel north for approximately 7.0 miles to the gate on the access route developed in 2011. The project BOP is approximately 1.8 miles on an unimproved access route beyond this gate. Access route grades range from 0% - 20%. Maximum grade of 20% is maintained for 0.25 miles descending off ridge to valley bottom. The project is located in T30N, R7E Section 19 and can be reached by automobile (Highway 14 and FR 1858) and high clearance vehicles or 4WD ATV (access route). Access on the 1.8 mile unimproved route is limited to foot travel prior to contract award and until snow free. Project area is typically snow covered from November-June. Timing: The solicitation will be issued in April 2016 with contract award anticipated to occur on or around May 15, 2016. Deadline for final designs documents: November 15, 2016. Presolicitation was amended on 3/18/16 to remove design requirements related to currently procured planting stock and topsoil stockpiles from the solicitation. This work shall be done in-house to save costs. Solicitation issued 4/12/16. Please take note that a pre-bid conference as been scheduled for 4/19/16. See page 6 of the solicitation for details. Pre-bid conference was held on 4/19/16. Comprehensive notes, power point presentation and scanned plan sheet from Feasibility Study have been uploaded. A solicitation amendment was issued by Monday 4/25/16 to add a few clarifying details to the specifications and allow for email submission of quotes. Response deadline was not changed. Quoters need to acknowledge the amendment.
