- Draft Statement of Work (SOW) for Solicitation N00167-15-T-0093. THIS REQUEST FOR INFORMATION (RFI) is being issued by the Department of the Navy, Naval Surface Warfare Center, Carderock Division (NSWCCD). NSWCCD has a requirement to procure portable machinery vibration analyzers. It is the Government's intention to procure these analyzers utilizing other than full and open competition, from Crystal Instruments in accordance with FAR 6.302-1. Only Crystal Instruments' CoCo-80 and CoCo-90 portable machinery vibration analyzers meet the Government's requirements without substantial duplication of costs that are not expected to be recovered through competition. The Navy's Submarine Vibration Monitoring Program (VMP) is directly responsible for monitoring vibrations from all rotating equipment onboard every submarine in the Atlantic and Pacific Fleet on a quarterly basis. Machines are monitored in an effort to ensure against catastrophic failure of critical ship equipment and unnecessary maintenance of machinery, maximizing operating time and ensuring mission completion. NSWCCD uses the CoCo-80 to convert and process time domain signals from accelerometers mounted on submarine machinery and hydrophone sensors into numerical and spectral data that can be analyzed by NSWCCD personnel. NSWCCD currently uses Crystal Instruments' CoCo-80 to perform these functions on acoustic trials, but needs to expand this capability to provide machinery and structure borne noise analysis for all submarines in the fleet. NSWCCD competitively procured its current Crystal Instruments' CoCo-80 system under Contract N00167-11-D-0010. The previous procurement was a small business set-aside. NSWCCD owns and maintains legacy expert system software that is external to the CoCo-80 system. This software is used to process vibration data and generate messages that are issued to the fleet. It has taken the Government over three years to create an Application Program Interface (API) that will allow the data collected from the CoCo-80 to be loaded into the NSWCCD expert system software. Therefore, only the CoCo-80 and CoCo-90 will permit continued operation of the existing data acquisition and analysis while expanding capability to acquire submarine structure borne data without substantial duplication of Government effort to develop a new API compatible with the legacy expert system software. This duplication of effort is conservatively estimated to result in $1M of research and labor costs. This cost is based on three man years' worth of NSWCCD labor that was funded to create and test the API to allow data to be transferred between the CoCo-80 and the NSWCCD expert system software. In addition, a different hardware solution would require a full accreditation process to be completed in order to be deployed on submarines, resulting in additional cost and scheduling impacts. NSWCCD intends to issue a solicitation to Crystal Instruments to meet mission requirements. Prior to issuing a sole source solicitation, NSWCCD is requesting information in order to make an informed determination regarding procurement strategy. A copy of the DRAFT Statement of Work (SOW) is attached. SUBMISSION OF RESPONSES : Responses shall include specific details regarding the ability to provide the required portable machinery vibration analyzers to meet the Government's need. Responses shall discuss how product(s) will meet the requirements found in the SOW. Responses are not to exceed ten (10) pages in length. A cover page for the response shall be included. The cover page, at a minimum, shall include the company name, address, points of contact (name(s), e-mail address(es), and telephone number(s)), Data Universal Numbering System (DUNS) number, Commercial and Government Entity (CAGE) code, and business size status for North American Industry Classification System (NAICS) code 334515. The cover page is not considered in the total page count. NSWCCD will accept only electronic unclassified submission of responses. Responses shall be sent to Christine Dye via e-mail at christine.dye@navy.mil. All responses shall be submitted no later than 1700 hours on 11 May 2016. This RFI is for market research purposes only and does NOT constitute a Request for Quotation (RFQ). This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. This RFI is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.
