Description
SUPPORT TO THE OFFICE OF AVIATION MANAGEMENT Overview The contractor is tasked to provide consulting and technical support services to the Office of Aviation Management (OAM) in the area of assessments of commercial aviation service (CAS) providers. Background OAM manages the Department of Energy (DOE) aviation program through the development and promulgation of policy, procedures, processes, standards, and best business practices. The DOE and National Nuclear Security Administration (NNSA) aviation activities include the operation of a DOE-owned fleet of aircraft supplemented by contracted aviation activities. The aviation operations and missions are widely diverse and include; support to critical defense activities, remote sensing operations, emergency response to nuclear and chemical catastrophes, high altitude atmospheric sampling, power line and pipeline patrol and maintenance, rotorcraft external-load operations, cargo and personnel transport. Description Contractor will provide services to OAM as follows: ? Perform assessments of commercial aviation service (CAS) providers to DOE. This includes reviewing requirements, standards, and government provided checklists, researching applicable Airworthiness Directives for the aircraft type(s) being reviewed, reviewing NTSB or FAA accident and incident databases on CAS providers. ? The contractor will identify findings assessing compliance with standards and safety issues, advise and consult on aviation management, aircraft safety, and operations, and report results to OAM. ? To perform this task, the contractor will provide a FAA qualified aviation expert or consultant. Documentation must be provided demonstrating that the aviation expert or consultant meets the minimum qualifications listed in Attachment 1. For the scope of the reviews conducted on the CAS providers, see Attachment 2. Deliverables a) CAS Assessment Proposal estimating the cost to perform the aviation audit of the CAS provider, which includes the amount and cost of labor hours for research of the CAS providers, hours to perform the assessment, and travel expenses. b) Reports of CAS provider reviews. Performance Measures a) Professional quality b) Clarity c) Completeness d) Timeliness e) Knowledgeable & Qualified Staff f) Accuracy g) Customer Satisfaction Performance Expectations a) Professional quality: The Contractor?s administrative, technical, and management support plans shall reflect best practices in the Federal government. b) Clarity: Written materials shall be communicated to DOE officials in clear, competent prose. c) Completeness: The proposed planning documentation covers all of the Department?s expectations as set forth above in this contract. The contractor shall provide the department with backup information and supporting documentation of the design, proper use, and function of all deliverables. d) Timeliness: The Contractor provides deliverables in accordance with the schedule as agreed to between contractor and Contracting Officer?s Representative. e) Information provided is 100 % accurate based on the facts provided. f) Contractor is responsive and flexible to OAM needs and customer positive feedback at 85% or better. Period of Performance The period of performance for this contract is two [2] years from date of award with two [2] 1-year options. Place of Performance The Continental United States, Alaska, and Canada as appropriate to meet all requirements of this contract. Travel and ODCs Domestic travel is authorized for this subtask at government rates for commercial travel per contract. International travel must be approved in advance according to DOE requirements. Other Direct Costs (ODCs) are authorized as needed in the performance of official business. POSITION QUALIFICATIONS The contractor will perform assessments of commercial aviation service (CAS) providers to DOE. This includes reviewing requirements, standards, and government provided checklists, researching applicable Airworthiness Directives for the aircraft type(s) being reviewed, reviewing NTSB or FAA accident and incident databases on CAS providers. The contractor will identify and determine the CAS provider?s compliance with standards and safety issues, advise and consult on aviation management, aircraft safety, and operations, and report results to OAM. To perform this task, the contractor will provide a FAA qualified aviation expert or consultant. Documentation must be provided demonstrating that the aviation expert or consultant meets the minimum qualifications listed below. Minimum Professional and Technical Qualifications Requirements for Aviation Auditor (Commercial Aviation Service [CAS] Evaluator) - ? Hold an FAA Airline Transport Pilot (ATP) with the following privileges: Airplane Single Engine Land Airplane Multi Engine Land Rotorcraft ? Hold an FAA Certified Flight Instructor rating with the following privileges: Airplanes Rotorcraft Instrument ? Hold an FAA Ground Instructor rating with the following privileges: Advanced Ground Instructor Instrument Ground Instructor ? Hold an FAA Mechanics License with the following authorizations: Airframe & Power Plant (A&P) Minimum Aviation Experience Requirements: ? Chief Ground Instructor ? Check Airman ? Designated Pilot Examiner ? Pilot and Chief Pilot Minimum Technical Assistance and Assessment Experience Requirements: ? Aircraft Operations and Maintenance ? Audit/Assessment of Commercial Aviation Service Vendors ? Accident and Incident Investigations Minimum Continuing Education Training Requirements: Auditors must complete 15 hours of aviation auditor recurrent training bi-annually that highlights legal industry standards as well as changes in regulations to maintain proficiency for this position. The Office of Aviation Management (OAM) will accept online training and classroom training from a FAA accredited course and OAM workshops. Attachment 2 Scope of the review conducted on each CAS provider listed below will include: 1. The CAS vendor?s aviation management structure and experience 2. Aircraft airworthiness (Large turbine-jet airplanes, large turbine-propeller airplanes, medium turbine-jet airplanes, small airplanes and/or helicopters) 3. Operations procedures (Title 14 CFR Chapter 1 Parts 91, 119, 121, 133, 135, and 137) 4. Weight and Balance procedures 5. Maintenance and inspection programs (Title 14 CFR Chapter 1 Parts 91, 121, and 135) 6. Pilot qualifications (Title 14 CFR Chapter 1 Parts 61, 91, 121, and 135) 7. Training programs (Title 14 CFR Chapter 1 Parts 121 and 135) 8. Compliance with Hazardous Materials transportation regulations 9. Flight following and reporting procedures 10. Emergency notification procedures 11. Compliance with DOE requirements (DOE O 440.2B Aviation Management and Safety and the field element?s Approved Aviation Plans or policies)
