- Technical Exhibit 5 – Draft Exhibit content (text, graphics, multimedia) Technical Exhibit 4 – Design drawings of free standing glass panes with metal bezels Technical Exhibit 3 – Schematic of exhibit space Technical Exhibit 2 – Deliverables Schedule Technical Exhibit 1 – Performance Requirements Summary SOLICITATION: Contractor shall design, fabricate and install the World War I Exhibit at the Arlington National COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is attached. Solicitation RFP W91QV1-16-R-0027 incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) 2005-85, dated 4 Dec 2015. This requirement is a total small business set aside and the North American Industry Classification System Code (NAICS) is 712120 – Historical Sites, with a size standard of $7.5M. All qualified small businesses under this NAICS are encouraged to submit proposals. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. DESCRIPTION OF REQUIREMENT The Mission and Installation Contracting Command (MICC) is seeking offers from contractors for the design, fabrication and installation of a World War I exhibit in the Arlington National Cemetery Welcome Center. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to design, fabrication, and install The World War I Exhibit Project as defined in the attached Performance Work Statement (PWS) except for those items specified as government furnished property and services. The Contractor shall perform in accordance with (IAW) the terms and conditions of the contract and consistently with the established standards in this PWS and contract. The exhibits must be deemed appropriate for the Welcome Center at Arlington National Cemetery (ANC) and its decorum considering other exhibits located at ANC. The MICC intends to award one firm-fixed priced contract. Period of Performance: From date of award to completion. APPLICABLE LABOR LAWS This solicitation is subject to the Service Contract Labor Standards FAR 52.222-41. Wages under this contract are subject to the wage determination contained in the attached Solicitation W91QV1-16-R-0027. Offerors shall return the attached Standard Form 1449 Solicitation W91QV1-16-R-00272, signed and filled in appropriately as their offer along with any additional information required to be submitted by FAR 52.212-1 Instructions to Offerors, its Addendum, and any additional fill-in provisions. See the Standard Form 1449 for the applicability of the provision at FAR 52.212-3. Clause FAR 52.212-4 applies to this acquisition. Clause FAR 52.212-5 applies to this acquisition. Please see the Standard Form 1449 for additional FAR clauses cited in FAR 52.212-5 that are applicable to the acquisition. ALL CONTRACTORS MUST BE REGISTERED IN THE SYSTEM FOR AWARD MANAGEMENT HTTP://WWW.SAM.GOV DATABASE PRIOR TO ANY CONTRACT AWARD. QUESTIONS DUE All questions concerning this solicitation shall be submitted in writing only no later than 4:00 PM Eastern Time on 9 May 2016. PROPOSALS DUE Wednesday, 18 May 2016 at 3:00 PM Eastern Time. LATE OFFERS Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in this solicitation by the time specified in the solicitation. Quotations/offers or modification of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered.
