Description
NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED, FAXED OR EMAILED TO THE CONTRACTING OFFICER, CONTACT INFORMATION BELOW. THE FAA MAY CONTACT RESPONDENTS TO ACTIVELY PARTICIPATE IN COMMUNICATIONS. THE GOAL OF THIS REQUEST FOR INFORMATION IS TO OBTAIN INFORMATION FROM INDUSTRY ABOUT POSSIBLE SOURCES. The Federal Aviation Administration (FAA), Flight Inspection Services is conducting a Market Survey - Request for information (RFI) for possible sources for a requirement for Beechcraft Super King Air 300 (Be-300) Main Landing Wheels. The only approved part number for this application is currently the Goodrich Wheel assembly Part Number 3-1341-1, in śNEW ť condition, or for a wheel assembly that has Parts Manufacturer Approval (PMA) for this part number that has the required approval documents issued by the Federal Aviation Administration to manufacture this specific aircraft part, or a vendor that has developed or in the process of developing a Supplemental Type Certificate for a replacement wheel for the Be-300 main landing wheels. The FAA has a fleet of 17 Be-300 aircraft and is currently in need of śNew ť main landing wheels for replacement on the FAA Aircraft. There are four wheels required per aircraft. Note that the nose landing wheel is different from the main landing wheels. The Federal Aviation Regulation Part 21 Certification Procedures for Products and Parts and Part 43 Maintenance, Preventative Maintenance, Rebuilding, and Alteration allows 11 ways to approve parts for installation on an aircraft (See Attachment A) but for this specific part the three processes described above and the only ones applicable. Any replacement parts must also meet the requirement of FAR Part 43 along with these original certification basis processes. Additional limitation may be imposed by the OEM on parts as specified in the FAA approved data needed to maintain aircraft. śApproved parts ť are identifies as parts that have met one or more of the following requirements: Goodrich śNEW Condition ť wheel assembly, P/N 3-1341-1 Produced in accordance with a Parts Manufacturer Approval (PMA) issued under 14 CFR Part 21, Subpart K. Produced during the Type Certificate (TC) application process under Part 21, Subpart B, or Supplemental Type Certificate (STC) application process under Part 21, Subpart E. prior to the issuance of the certificate; subsequently determined to conform to the approved TC or STC data (refer to § Part 21.303(b)(1)), Acronym definition; PMA ”parts manufacturer approval-requires approval granted by the US. Federal Aviation Administration to manufacture this specific part. This request for information is to improve the Government ™s understanding of the current marketplace and will be used for information purposes only and will not be released. This announcement is not a Screening Information Request (SIR) or a Request for Proposal (RFP) of any kind. We are asking for a Rough Order of Magnitude price estimate for a śNEW ť condition wheel, and any cost associated with this item and documentation showing that you are currently in the process of getting certification on a part or have the original Part Numbered item in śNew ť condition and number of units available. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Market Survey/RFI. Therefore, any costs associated with Market Survey/Request for Information submissions will be solely at the interested party ™s expense. Responders are required to complete and return to the FAA a copy of the System Capabilities Document - Attachment B, and the Business Declaration Form. This information will be used to help determine the FAA ™s procurement strategy if and when a formal SIR is issued to determine a source list for these wheels. Response to this Market Survey: The information provided in response to this market survey is for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. No evaluation of vendors will occur and vendor participation in any informational session is not a promise of future business with the FAA. All responses (one response per company) are to be provided on company letterhead and reference Market Survey 24213. Information generated in direct response to this RFI shall be prepared using a type font of no less than 12-point. Standard published commercial information may be provided in the original printed format. Responses must be received no later than 3:00 P.M., Central Summer Time on 13 May 16. Market survey responses received after the time and date specified may be determined late and not considered. The FAA prefers that all submittals, including attachments, be submitted electronically to the following email addresses: Angel.Taylor@faa.gov. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. The market survey responses will provide information for the FAA to consider in choosing its procurement method.
