Description

INTRODUCTION: This Sources Sought Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Network Contracting Office 21 is conducting a market survey and is seeking potential sources for the Phase II, Establish Sunnyvale Research & Development project (640-397) located at 1080 Innovation Way, Sunnyvale, CA. 94087. All information contained in this Notice is preliminary, and is in no way binding on the Government. Providing the information requested is to be used solely within the VA to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the information provided to the Notice is solely within the discretion of the Government. The North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction, and the small business size standard is $36.5M. Project magnitude is between $5 million and $10 million. Potential offerors must be registered in the System for Award Management (SAM) to be eligible for an award as well as have current Online Representations and Certification Application on file with the SAM. PROJECT DESCRIPTION: This two story office addition to Building 1002 at the VA Palo Alto Health Care System (project located in Sunnyvale, CA) shall accommodate office and lab facilities. The intent of the project will provide a complete and functional office building addition. The Scope of the Work includes construction of approximately 18,000 square feet of new office spaces on two levels; connection to a recently constructed lobby that is connected to an older two story office building; provisions for a future office connected to the office addition. Selective demolition will include removal of existing topsoil and unsuitable soil materials, removal of portions existing pavements, removal of existing finishes and removal of other building elements necessary for new construction. The new addition will be a combination of concrete walls, steel framing, metal deck with concrete fill and metal stud partitions. CAPABILITY STATEMENT: The Government requests that interested parties provide the following capability information to Dennis Becker via email at dennis.becker2@va.gov by close of business 04 May 2016: 1.Provide company name, DUNS number, company address, point-of-contact name, phone number and email. 2.Provide company business size based on NAICS Code 236220. 3.Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.) 4.DUNS number. 5.Provide ability and experience in managing projects between $5 million and $10 million your company has performed on no more than three (3) projects in the past five (5) years in support of the same or similar construction projects. Include technical expertise and background when describing your firm's experience and ability to construct a project of this magnitude. 6.Provide average price per square foot for each project identified above using the total conformed modified value of the contract. 7.Bonding Capacity: Provide prime contractor's available bonding capacity in the form of a letter of intent from your bonding company with this submission. 8.Request your capability statement be no more than 8 total pages, single sided in a single PDF document. 9.This Sources Sought Notice is not to be construed as a commitment by the Government and no contract will be awarded as a direct result of this notice.
