- NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA), intends to award a single source purchase order to the Mouse Behavioral Phenotyping Core Laboratory of the University of North Carolina (UNC), 4200 Medical Biomolecular Research Building (MBRB), 111 Mason Farm Road, Chapel Hill, North Carolina 27599 for continued access to laboratory resources and services for functional evaluation of mouse research models that will be used by the Division of Intramural Research to test their molecular hypotheses about brain function, to create animal models of neurological disorders, and to confirm suspected environmental toxicants. These studies require the use of a broad array of mouse phenotyping assays to evaluate effects across multiple functional domains. This sole source procurement will solicited and awarded in accordance with Federal Acquisition Regulation (FAR) Part 12 procedures and simplified acquisition procedures under FAR Subpart 13.5. The Statutory Authority permitting this action is FAR Subpart 13.106-1(b) - Soliciting from a Single Source. The anticipated period of performance will be for a 60 month period. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541380 "Laboratory Testing (except medical, veterinary) Services" and size standard of $15M in revenues. The Government intends to solicit and negotiate directly with the Mouse Behavioral Phenotyping Core Laboratory of the University of North Carolina and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination by the Government not to compete this proposed requirement based on the responses received to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to Hugo.Alcantara@nih.gov within fifteen (15) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements are received within fifteen (15) days, an award will be made to the Mouse Behavioral Phenotyping Core Laboratory of the University of North Carolina.
