- Background: This is a SOURCES SOUGHT NOTICE to determine the availability of potential 8 (a) Small Businesses in accordance with FAR 7.104(d). The mission of the HHS/Centers for Disease Control and Prevention (CDC) is to promote the health and quality of life of people by preventing and controlling disease, injury and disability; and to protect Americans both domestic and abroad, by shielding them from health threats via international prevention, detection and response networks. CDC through its Center for Global Health (CGH) is in a unique position to bring its scientific expertise and credibility to advance the global initiatives of the United States Government (USG) to save lives, reduce suffering, and support the health and dignity of people around the world. The estimated maximum value of this requirement is $250,000,000.00 over five (5) years. There are three (3) three focus areas for this requirement: Technical Services, Operational Services, and Professional Services. Description of the work The Contractors shall employ and provide qualified individuals for short-term and long-term (minimum six months up to sixty months) in various locations throughout the world in support of CDC activities, as outlined in individual task orders. The task order requests will describe the support for technical, operational and professional services including, but not limited to designing, implementing, managing and evaluation of CDC global health programs such as HIV/AIDS, Infectious Diseases, Global Disease Detection (GDD), Neglected Tropical Diseases, Emergency Response, Global Health Protection and Global Health Security. Services include providing technical assistance and support, training and education to indigenous populations. Most of the tasks will take place on long-term assignments (up to 5 years) in non-U.S. locations, primarily in developing countries. The Contractors must be capable of providing management, support and procurement services for their employees including, but not limited to travel assistance, airline tickets, immunizations, passports, long-term visas and work permits, background checks, housing, medical and evacuation insurance, foreign government taxation, filing income tax returns with country of origin, compliance with foreign country tax regulations and international and local laws, emergency medical care and other details necessary to successfully place and support personnel to perform the services required. The contractor shall be expected to possess expertise and demonstrate skills in the following areas: Technical services: Services that require technical expertise to provide technical advice and assistance to CDC staff and other public health, medical and scientific professionals in both laboratory and office activities. One characteristic of the services in this category is the requirement for knowledge of scientific research techniques and analyzing data. This category may also include services that require technical expertise in providing solutions with regards to security compliance, training, operational support, technical and development support, international or global experience and technical knowledge in a myriad of international activities. Characteristic of the services in this category are the requirements for knowledge of information technology principles and techniques and public health program management experience that is less than full professional knowledge, but which nevertheless enables the technician to understand how and why a specific device, skill, or system operates. Examples of these technical services include, but are not limited to public health, laboratory coordination and management, training, demographics, counseling, technical writing, building and design coordination, communications, Informatics, human capacity development, emergency operations, research and science. Contractors providing these services must possess the ability to communicate effectively both orally and in writing and the ability to effectively relate to diverse groups of people. Operational services: Services that provide operational assistance and support to technical, professional, medical, and scientific personnel. This category may include tasks that involve preparing, transcribing, transferring, systematizing, and preserving written communications and records; gathering and distributing information; operating office machines; storing, distributing, and accounting for storage of material; operating office equipment; originating and distributing correspondence in both written and electronic formats, and performing other administrative duties. The computer skill requirements shall include but not limited to Microsoft Word, Excel, PowerPoint, and Microsoft Outlook. Examples of these tasks include, but are not limited to secretarial services, program coordination, financial consulting, facilities projects, project analysis, interviewing, extramural resource management, public affairs, real estate maintenance, study coordination, program operations, administrative support services, office automation services and other related fields. The contractor staff assigned to these tasks must possess the ability to communicate well both orally and in writing and the ability to relate to diverse groups of people. Professional services: Services that require professional expertise having a recognized status based upon acquiring professional knowledge through the study of sciences such as biology, chemistry, physics, physiology, psychology, and medicine. These tasks require medical, public health, epidemiology, or behavioral sciences expertise. This category also includes services that require professional expertise based upon acquiring professional knowledge through the study of public health, epidemiology, and behavioral sciences. Examples of these services include, but are not limited to, microbiology services, pharmaceutical services, nursing, medical and surgical services, epidemiology and research, science (behavioral and health), occupational therapy, health economy, entymology, virology, laboratory quality assurance, behavior modification services and other related services. Contractor Requirements: The potential 8 (a) Small Business will need to demonstrate the ability to provide Technical, Operational and Professional Support Services to be performed in many or all of 84 countries currently supported by the CDC's Center for Global Health (CGH). Interested Small Business Contractors must respond to all the following points, by indicating your experience and ability to provide: (1) Similar experience or the ability to provide the experience - Providing Technical, Operational and Professional Support services in multiple countries and regions, concurrently within the same size scope and complexity of ITOPSS 3.0. The challenges and hurdles dealing with providing service in international locations and how you have overcome them. (2) Similar experience or the ability to provide the experience - Expertise providing support for your international service employees include passports, long term visas, and work permits. The time required to acquire work permits and visas for US citizens, Locally Employed Staff (Ordinary Citizens) and/or Third Country Nationals. Your company's process of deciding when to propose a US citizen, Third Country National or Locally employed Staff. Experience with addressing international country laws and placing employees in country to perform required services in a timely manner. Experience in resolving challenges/issues when obtaining long term work permits and visas. (3) Experience and ability - to resolve the challenges and hurdles dealing with providing service in international locations which includes: Tax implications that may be faced; leasing of housing; education of school aged children; evacuation of contractor employees in cases of emergencies, conflicts, and medical reasons. (4) Similar experience or the ability to provide - Financial capabilities to perform an IDIQ of this magnitude which may require a payroll system and financial resources to accommodate up to 200 employees per pay period.
