Description
The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, Natick Contracting Division in support of the U.S. Army Natick Soldier Research, Development and Engineering Center (NSRDEC) Warfighter Directorate intends to award a firm fixed price contract on a sole source basis to Hills, Inc., located at 7785 Ellis Road, West Melbourne, FL 32904-1105, under the authority as prescribed in FAR 13.106(b)(1). The requirement is for polymer distribution plate (cross-section designs) designs for use on uniquely built and very specialized small scale research and development tri and bi-component thermoplastic fiber-spinning machines that they have designed and fabricated for Natick Soldier Research Development and Engineering Center (NSRDEC) by Hills, Inc. The polymer distribution plate designs are based on Hills proprietary technology and can only be used with their uniquely designed tri and bi-component extrusion equipment. The items being acquired are designed exclusively by Hills and can only be used with the two extrusion units that Hills, Inc. designed for NSRDEC. To meet the Government's requirements, component parts must be an integral part of the existing units without the use of adapters and must function with existing Government-owned thick pack plates (spin packs). No other company can design and build these polymer distribution plates to be directly compatible with the Hills built tri and bi-component machines because the items are based on Hills proprietary technology, and are therefore unique. The North American Industry Classification System (NAICS) for this requirement is 333249 and the size standard is 500 employees. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. Interested parties may identify their interest and capability by sending responses regarding this requirement to the Army Contracting Command - Aberdeen Proving Ground CCAP-SCN, Natick Contracting Division via e-mail ONLY to jean.t.greenwood.civ@mail.mil no later than 2:00 p.m. EDT 11 May 2016. The U.S. government will not pay for any information or administrative cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the expense of the interested party.
