- The U.S. Fish and Wildlife Service has a requirement for design, fabrication and installation of interpretive panels the following locations; 1) Crissey Field State Recreation Site (Brookings OR) and 2) New Carissa Seabird and Marine Mammal Education Project (multiple locations along the coast or Oregon). Magnitude of project for Crissey Field is between $25,000.00 and 100,000.00. Magnitude of project for Carissa Seabird and Marine Mammal Education Project is between $250,000.00 and $500,000.00. Period of performance for each project is for completion by no later than December 31, 2017. Proposals that exceed $150,000.00 and that do not include a twenty (20) percent bid bond of the total price quoted with their proposal submission will be considered nonresponsive. The successful awardee will be asked to provide a 100 percent payment and performance bond within 15 days of award for an award exceeding $150,000.00. Project is a small business set-aside. Applicable NAICS code is 238990. Small business size is defined as $15 million or less annually when averaged over a three year period. Site Visit: A site visit will only be conducted for the Crissey Field exhibit project. There will not be a site visit for the coast wide interpretive panel project. That site visit will be held on April 12, 2016 at 10 AM and may last up to four (4) hours. Parties will meet in the lobby of the Crissey Field Welcome Center in Brookings Oregon. Date for submission of Questions: Contractors should submit any questions on this project directly to Karl Lautzenheiser at Karl_lautzenheiser@fws.gov by close of business on April 14, 2016. Questions will be consolidated and answers provided by issuance of amendment directly afterwards. A Statement of Work will be included for each location to provide project specific details. Source selection process will be based upon best value to the Government utilizing the following evaluation factors: 1) Experience - Provide resume(s) of personnel that will be performing work to demonstrate knowledge/expertise of work performed over the last three (3) years that is similar in nature to the work described in the Statement of Work (not-to-exceed 5 pgs for each location/Statement of Work); 2) Past performance - Provide references on projects performed in the past that are similar in nature to the work described in the Statement of Work (not-to-exceed 5 pgs for each location/Statement of Work); 3) Examples of Past Work - Provide examples of past work that are similar in nature to associated Statement of Work. These can be in the form of a pdf or similar file type or as printed examples. Samples should be of a) previously written text, b) design/layout, and c) wildlife illustrations. Representative examples should not exceed five (5) pages; and 4) Price ¿ No page limit. Experience and past performance, when combined, are significantly more important than price.
