- Statement of Objectives - 17765- Attachment 1 Solicitation 2016-N-17765 For those interested parties who are unable to attend the Q&A session on May 5, 2016 in person, the following conference call line will be activated: 866-750-4280 Passcode 9698454. All questions asked regarding this effort will be posted on FedBizOpps for all interested parties. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested. The solicitation number for this requirement is 2016-N-17765 and is hereby issued as a Request for Proposal (RFP) using FAR Subpart 13.5, Simplified Acquisition Procedures, Test Program for Certain Commercial Items. Any incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81-1, effective March 16, 2016. Please refer to attached document(s) for clauses and provisions applicable to this acquisition. This requirement is solicited for full and open competition under North American Industry Classification System (NAICS) code number 561990 - All Other Support Services. The size standard for this NAICS code is $11.0 M. Under the Zadroga Act, Section 3303 authorizes outreach and education activities that include establishing a public website with information about the World Trade Center Health Program (WTCHP), holding meetings with potentially eligible populations, developing and disseminating outreach and education materials about the program, and establishing telephone information services. Further, the Zadroga Act specifies that these activities will be conducted in a manner intended to reach all affected populations and include materials for culturally and linguistically diverse populations. The Centers for Disease Control and Prevention intends to award multiple Firm Fixed Price Purchase Orders for Outreach and Education services for English Speaking Responders under this solicitation. Please refer to the attached RFP document and attached Statement of Objectives (SOO). To be eligible to receive an award resulting from this solicitation, the contractor must be registered in the System for Award Management (SAM).
