- 576 FLTS Launch Support Services Draft Performance Work Statement 576 FLTS Launch Support Services Questionnaire This is a Sources Sought Notice only. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary. Any information provided to the Government is strictly voluntary and at no cost to the government. No solicitation is being issued at this time. The 30th Contracting Squadron is seeking commercial sources with the technical expertise to provide Launch Support Services for the 576 Flight Test Squadron (FLTS) Minuteman Launch Facilities assigned to Vandenberg Air Force Base (VAFB) California. The contractor shall provide all management planning, programming, administration, supplies, personnel, vehicles/non-vehicular solutions and labor and all other items and services necessary to perform launch support (Launch Facility (LF) refurbishment, corrosion control services, of underground missile silos, vehicle issue and control, equipment issue and control, environmental management, program management and training management services) for the 576th FLTS In Accordance With (IAW) standards set forth in the Performance-Based Work Statement (PWS). The contractor shall establish and maintain a Management Plan during contractor performance, incorporating details of all major paragraphs of the PWS. This plan shall identify all contractor resources ( equipment, material, supplies, and staffing plan, and how these resources will enable the contractor to meet performance objectives. It is anticipated that the contract performance period will have one basic period with four-one-year options and a 6-month extension, anticipated start of 1 Oct 2017. The Government has not made a decision on business size for this requirement. Both large and small businesses are encourage to respond to this announcement. This proposed contract is being considered as a set-aside under a small business set-aside-program. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 561210. The Government is interested in all small businesses including 8(a). Historically Underutilized Business Zone, or Service Disabled Veteran Small Businesses that are interested in performing this requirement. The Government requests interested parties submit a response in the attached questionnaire which includes a brief description of the company's business size (i.e. annual revenues and employee size) business status (i.e. 8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Businesses, or small business), anticipated teaming arrangements should delineate between the work that will be accomplished by the prime and the works accomplished by the teaming partners located on the questionnaire. The Government will use this information in determining its small business set-aside decision. Interested firms are requested to provide a response to the questionnaire NLT 11 May 2016 by 5pm P.S.T. The Sources Sought Notice is also issued for the purpose of market research in accordance with FAR Part 10. The draft Performance Work Statement (PWS) is posted with this notice and interested parties are encouraged to read PWS and respond to the sources sought questionnaire. Industry comments, suggested changes for the PWS, and/or submittal of commercial practices for the Government's consideration (please limit to no more than five pages to sources sought questionnaire).
