Type of Notice: Sources Sought Posted Date: 4-26-2016 Response Date: 5-12-2016 Set Aside: Small Business Classification Code: C-Architect and Engineering services NAICS Code: 541310 Architectural Services Synopsis: Please note that this is NOT a request for SF330's or proposals, the Government is seeking information for market research purposes only. The Government may or may not issue solicitation documents. The NCO 15 Contracting Office, is conducting a market survey for qualified: Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), 8(a) contractors, HUBZone Small Businesses, Women Owned Small Businesses (WOSB), or Small Business, capable of providing the required services outlined below for the VA Medical Center located in Columbia, Missouri. Applicable NAICS code is 541310 size standard $7.5 million. Responses to this notice must be submitted via e-mail and received no later than May 12, 2016 by 3:00 PM CST. No telephone inquiries will be accepted or returned. Additional information about this project will be issued on the Federal Business Opportunities website https://www.fbo.gov once available. Prospective SDVOSB firms are reminded that in accordance with VA Acquisition Regulation (VAAR) 852.219-10, at least 50 percent of the cost of personnel for contract performance of the contract shall be spent for employees of the SDVOSB concern or employees of other eligible service-disabled veteran-owned small business concerns. ? Scope of project: Architect or architect/engineer firm capable of preparing all design and construction documentation including, but not limited to, advance planning and design of the Community Living Center (CLC) and construction oversite (including final as-built drawings) at the Harry S Truman Veterans' Memorial Hospital (HSTVMH) in Columbia MO. Prime contractor shall have, at least, the following licensed/registered specialty disciplines be members of the firm, or team, with demonstrable expertise in their respective fields: Architect, Landscape Architect; Medical Planners; Structural, Mechanical, Geo-technical, Communication (voice & data), Plumbing, and Electrical Engineers; Fire Protection Engineer, Lean Consultant; Interior Designers; and Cost Estimators with experience in the programming, planning and design of a community living center or similar complex assisted living/nursing home facility. This project will create a brand new structure on the northwest corner of the medical facility campus and will include landscaping. The end state is a 30-35 patient room facility. This will be constructed in a phased plan, with phase 1 constructing approximately 15,000 square feet. Phase 1 will provide 10-15 single patient rooms with private restroom, CLC support functions, and all necessary mechanical, electrical, plumbing and fire protection/suppression; phase 2 will provide the facility with the ability to expand to 30-35 patient rooms in the future. The project shall be schematically designed for the entire 30-35 bed facility with a phased construction plan to minimize impacts to the facility, with complete design of the first phase consisting of all admin and support areas and 10-15 patient rooms. The A/E will be required to provide a design and phasing plan for this work, but only construction documentation for the first phase. The A/E design firm shall furnish all necessary architectural and engineering resources to provide a complete construction design package and construction period services for Project 589-335. Architect / Engineer shall provide professional design services for the construction of a new 10-15 bed community living center building to the northwest of building 1 on the main campus of the HSTVMH. The building shall be in the range of 15,000 square feet. Included in this are the following, along with all other design facets deemed necessary by the VA and Architect/Engineering firm for the completion of this project: a. Building design shall meet all applicable/current codes for mechanical, plumbing, electrical, fire protection, and life safety, VA standards, VA Design Manuals, and VA Design Guides standards. All spaces will be designed to meet the Interagency Security Committee and other relevant physical security guidelines. The completed project shall be capable of achieving LEEDS certification b. Building shall feature 10-15 private patient rooms with the following features: window to exterior, private patient bathrooms, fully compliant with all ADA regulations, sound deadening surfaces/wall & ceiling insulation, and fall impact reducing flooring underlayment. Future expansion of an additional 15-20 beds shall be considered. c. Building shall feature one or more interior courtyards featuring the following: Natural green, space, recreational space, controlled ingress/egress, meet all ADA and patient safety requirements, and monitored remotely through CCTV system tied to VA security system. d. Building shall feature a living room area, a dining room area, a small kitchen area with an ice/water machine and coffee/drink area, housekeeping closets, bathing suite(s), clean and soiled linen areas, storage area for oxygen, reception/visiting area e. Nurses station shall feature the following characteristics: CCTV view of all entrances and common areas, nurse call system, entrance controls, in direct view of the main CLC entryway, secured access from patient areas, workspace for clinical staff, and medication room accessible through nurse's station. f. Administrative space shall include the following spaces: office space for administrative support staff to support the operations of this building, secure, controlled access from patient areas, storage space for administrative supplies, storage space for patient personal items, a nurse's lounge/locker room with showers. g. Mechanical spaces shall include the following features: accessible at ground level, located on exterior wall, designed for ease of maintenance/replacement of equipment, sound deadened from remainder of building, roof to include parapet wall of acceptable height to alleviate OSHA requirement for fall protection. h. All lighting shall be LED. i. Security, access control, and surveillance to be tied into the existing security system and the nurse's station. j. Building Management System to be tied into the existing Building Management System. k. All plumbing shall comply with VHA Directive 1061. l. HVAC system to be variable air volume type Anticipated time for completion of design is 300 calendar days including time for VA reviews. In accordance with VAAR 836.204, the estimated magnitude of the resulting construction price range is estimated to be between $5,000,000 and $10,000,000. The North American Industrial Classification System (NAICS) code is 541310, Architectural Services, small business size standard of $7.5M in average annual receipts for the preceding three years. Interested firms must be registered in https:www.SAM.gov and qualified as a small business under this NAICS code. Qualified service disabled veteran owned businesses are encouraged to respond and required to be registered in the VetBiz registry http://www.va.gov/osdbu/ on or before the response date. ALL small business firms desiring to be consideration must have a working office located within 350 miles of the Harry S. Truman VAMC in Columbia, MO. The proximity of each firm which would provide the professional services and familiarity with the area in which the project is located. Firms must be licensed in the state of Missouri. The response to this notice shall be in summary format and shall not exceed ten (10) pages and include the following: Company name, DUNS number, social economic category (small business, SDVOSB, 8(a), etc), address, point of contact, telephone number and email address, sample information on same or similar type projects completed. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. There is no guarantee, expressed or implicit, that market research for this acquisition will result in a particular set-aside, or any other guarantee of award or acquisition strategy.
