- This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration’s (FHWA) intent to issue a solicitation for a Full and Open Competition for a single award Indefinite Quantity/Indefinite Delivery contract. The Indefinite Delivery, Indefinite Quantity (ID/IQ) contract resulting from this Request for Proposal (RFP) is intended to give the FHWA the flexibility to address a number of issue areas without specifically identifying each required task for the life of the contract. The contract holder will be expected to provide services associated with the Long-Term Bridge Performance (LTBP) program to include: Support services in field data collection of bridge infrastructure assets including evaluation, assessment, monitoring, materials characterization and other data types as part of the LTBP, as well as both Non-Destructive Evaluation (NDE) and corrosion research studies that are in support of LTBP; Technical support in the development, maintenance, operation, and enhancement of the LTBP bridge portal and NDE web manual, Technical support services for design of experiments, constructing full or scaled laboratory specimens, and field demonstration relating to NDE, corrosion, and in support of the LTBP program; Technical support services in the field of mechatronic, automation, and robotic; Technical support services in data fusion, data analysis, 3D modeling, and data visualization; Technical support services on special projects and studies as directed by the Government in support of the LTBP program; Technical support services in organizing conferences, workshops, and invitational travel for subject matter experts in support of the LTBP program. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. As a result of this solicitation, the FHWA intends to award a single ID/IQ contract under which firm-fixed price, labor hour, or time-and-material Task Orders will be issued. The anticipated period of performance shall not exceed 60 months. The NAICS Code for this effort is 541330 with a Business Size Standard of $15 Million. This notice of intent is not a request for competitive proposals. A Request for Proposals is anticipated to be published in February 2016
