- This sources sought is issued solely for informational, planning purposes and market research in accordance with FAR Part 10. This sources sought is seeking interest from Service Disabled Veteran, and Veteran Owned Small Business concerns capable and interested in meeting the following requirements. The Department of Veterans Affairs, Veterans Benefits Administration (VBA), Midwest District Contracting, is conducting market research to determine the existence of contractor's that can perform the following: Contractor shall construct an accessible, barrier free kitchen to include appliances including, refrigerator with French doors, stove with front mounted, digital controls, range hood and microwave. The Veteran will use his current dishwasher. The contractor will install new cabinetry, countertop, two sinks, kitchen fixtures, flooring, and pass-thru windows from the kitchen to both the dining and living rooms. Contractor shall install wood flooring in the living room, dining room and hallway to permit accessibility by the Veteran in his wheelchair. Contractor shall install a remote controlled intercom/camera system at the front door, and install automatic door openers on: the door from the master bedroom leading to the outdoor/outside ramp; and on the front door. Contractor shall install a new concrete driveway and curb cut/apron to enable the Veteran to access his mailbox and public sidewalk. The Contractor shall furnish all labor, materials, equipment, tools, transportation and supplies, and perform all work required according to the specifications of the contract. The Contractor shall assume all risk, loss, damage, or expense arising out of prosecution of the work, except as otherwise provided in the contract. The Government's estimated construction time for the project is 120 days. This is based on the most current information available to date. Updated information will be posted electronically on Federal Business Opportunities as it becomes available. Place of Performance: Madison, Wisconsin 53705. The North American Industry Classification System (NAICS) Code is 236118, and the small business size standard is $36.5M. The government anticipates award of a firm fixed price construction contract. The project will be considered for a sole-sourced set-aside to SDVOSB/VOSB based on the response to this notice and extensive market research. Any interested and qualified sources are requested to submit their companies' capability statement (10 page count limit) and a letter of interest to Eural Bennett, contracting officer via email to eural.bennett1@va.gov. As part of your capability statement please include any current or past Government residential construction contracts you have been awarded or the ability to obtain sufficient proof of capability for this type of contract. Any information provided is strictly voluntary. The Government will not pay for information submitted in response to this Sources Sought Notice. To be considered in this research, please provide the information above not later than 12:00pm CST on May 4, 2016.
