Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT to conduct market research for Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Architect and Engineer (AE) Contract. The Department of Veterans Affairs (VA), National Region, Office of Construction and Facilities Management is seeking Architect and Engineer firms. The firm/team must be approved under NAICS codes, Landscape Architect (541320), Architectural design services (541310), Civil Engineering (NAICS 541330), in SAM.GOV firm capable of preparing site acquisition and design documentation including, but not limited to: surveying, soils investigations, master plans, schematic design documents (SD), and design development documents (DD). Prime contractor is to have licensed/registered landscape architects as members of the firm, or team, with experience in the planning and design of cemeteries, large institutional campuses, parks and recreational facilities, or similar land development projects. The following additional licensed/registered specialty disciplines are to be members of the firm, or team with demonstrable expertise in their respective fields: Water Management/Irrigation specialist, Cost Estimator, Mechanical, Electrical and Plumbing Engineers, and Architect. The anticipated contract may include a government options for: design build RFP package documents, construction documents (CD), construction period services (CPS), and site visits and Constructability Review. The proposed contract duration will be five (5) years. This procurement will be a firm fixed price IDIQ contract with a guarantee minimum amount of $1,000.000, maximum amount of $4,000,000.00 per task order up to a total amount of $15,000,000.00 for the entire life of the contract amount per contract holder. The firm must be capable of responding to and working on multiple task orders concurrently. Project locations will be located within the Continental United States, to include but not limited to, the following locations: Lake Worth, FL, Elwood, IL, Phoenix, AZ, Bushnell, FL, Holly, MI, Bourne, MA, San Antonio, TX, Montevallo, AL, Houston, TX. Scope: Task orders will be for the following services: (1) design programs - golf course and/or cemetery experience, (2) master planning, schematic design, design development, construction documents - golf course and/or cemetery experience, (3) special studies - general experience, (4) peer reviews through construction documents stage - golf course and/or cemetery experience, (5) project labor agreement impact analysis - general experience, (6) specialty consultants - general experience, (7) cost estimating - general experience, (8) construction period services and site visits - golf course and/or cemetery experience, (9) construction submittal review not anticipated through the A/E of record contract - general experience, (10) RFP preparation for design/build - golf course and/or cemetery experience, (11) consultant services - general experience, (12) risk analysis - general experience, (13) commissioning - general experience, (14) constructability review through design phases - golf course and/or cemetery experience, and (15) other A/E services - general experience. Upon review of industry responses to this notice, the Government will determine whether a set-aside acquisition is in the Government's best interest. All interested sources are encouraged to respond to this Request by submitting a Capabilities Statement not exceeding five (5) total pages, which includes the following information: 1. On page one (1), begin by providing your company information as follows: Company name, address, phone number, CAGE code, DUNS number and point of contact (name, telephone and e-mail address). Also include your company business size status. 2. On page two through five (2 -5) you shall demonstrate your company's ability to perform Architect / Design and Engineering Services projects estimated at $4,000,000 for each of the fifteen tasks listed below. Provide evidence as prime contractor on cemetery or golf course projects within the past five (5) years, to include current projects, contract number, name of project, and dollar amount. (See example at end of document on page 9). 3. Your response to this notice is limited to five (5) letter size, single sided pages including all attachments, charts, etc. (single spaced, 11 point font minimum excluding charts and graphics), and should be clearly marked on the first page of the response. 4. Teaming Arrangements: All responses that involve teaming arrangements shall include all of the requested information for each contractor on the proposed team. List of specific tasks: TASK1. DESIGN PROGRAMS DESCRIPTION OF WORK TO BE PERFORMED - Preparation or review and analysis of a design program(s) that delineates the functional and physical parameters which define project specific requirements and constraints that express the client's priorities. The design program is an ongoing process that must be revised if the project goals are changed. Development of the design program will be in accordance with Department of Veterans Affairs, Functional and Physical Design Program. Firm must demonstrate they have performed services as a Prime Contractor with a minimum contract at $3,000,000.00. TASK 2. MASTER PLANNING/SCHEMATIC DESIGN/DESIGN DEVELOPMENT/COSTRUCTION DOCUMENTS DESCRIPTION OF WORK TO BE PERFORMED - The Contractor shall provide the necessary services to prepare Master Planning documents and/or Schematic Design documents and/or Design Development Documents and/or Construction Documents for the cemetery project identified in the Task Order. The Contractor shall be responsible for reviewing and evaluating the requirements for the cemetery project, making recommendations and alternate solutions and preparing designs, drawings, plans, specifications, calculations, cost estimates, project schedules, and other documents as required to fully delineate the project requirements. Project requirements shall be provided by the VA in the Task Order. The Contractor is responsible for the professional quality and technical accuracy of all of the documents it prepares. The Contractor shall provide all necessary design services that may be required including but not necessarily limited to architecture, interior design, civil engineering, environmental engineering and regulatory permitting, NEPA documentation, geo-technical and soils engineering, structural engineering, land surveying, GIS, traffic engineering, MEP, fire and security engineers, landscape architecture, photo-simulation renderings, irrigation design, cost estimating, and conformed construction documents. Site visits to project location, VA facilities, public meetings, and meetings/presentations with Office of Construction & Facilities Management (CFM) personnel in Washington, DC and other locations. Firm must demonstrate they have performed services as a Prime Contractor with a minimum contract at $3,000,000.00. TASK 3.SPECIAL STUDIES DESCRIPTION OF WORK TO BE PERFORMED - Preparation of studies involving systems evaluation. Reports on the inspections of VA facilities as to site development, utilities investigations, Federal, State and Local permit requirements and recommendations. Analyses of existing and selected systems involving structural, electrical, and HVAC systems. Evaluation of equipment proposed for VA facilities. Development of cost comparison for studies on building systems, renovation alternatives vs. building additions or new buildings. Studies to determine time analyses of different phasing alternatives. Other studies may include topographic and boundary surveys, geo-technical reports, soils reports, sub-surface investigations, water conservation and source evaluations, alternative energy evaluations and conservation studies, traffic studies, utility agreements. TASK 4.PEER REVIEWS THROUGH CONSTRUCTION DOCUMENTS STAGE DESCRIPTION OF WORK TO BE PERFORMED - The Contractor shall provide the necessary services and expertise to conduct an independent peer review of drawings, specifications, and cost estimates with the intent of verifying that the A/E of Record submission meets the VA's Submission Requirements and that the construction documents comply with applicable Federal, State, and local building codes, adherences to acceptable standards of professional design practice, and that the documents accurately describe, delineate, and detail the scope of the pending construction project resulting in a set of plans and specifications that are both biddable and buildable. Specific information on contract deliverables is prescribed in VA Program Guide PG-18-15, Volume D "Minimum Requirements for A/E Submissions." TASK 5.PROJECT LABOR AGREEMENT (PLA) IMPACT STUDY The Contractor shall investigate the potential premiums associated with entering into PLA's as compared to the existing prevailing wages in support of on-going construction projects in the project local. The consultant shall take into account all local, national, and international factors across a broad range of trades and services included but not limited to the following: Laborers; Carpenters; Sheet metal; Structural Iron; Masons (brick / block); Electricians; and Equipment Operators. The end result of the study shall be a comprehensive report that reflects the expected future impact PLA's may have on the cost of VA construction. Study location shall be identified in the Task Order. The Contractor shall provide information to the VA during each design phase, regarding current local market/economic conditions and labor shortages, as well as information on whether PLA's were used successfully in the general vicinity of the project site. TASK 6.SPECIALTY CONSULTANTS NOT AVAILABLE THROUGH THE DESIGN A/E DESCRIPTION OF WORK TO BE PERFORMED - The Contractor will be tasked to provide additional design services, construction and inspection services, expert witnesses or claims consultants skilled in design analyses, CPM, phasing development, construction techniques and other associated specialties. The Contractor will be required to present the technical, professional and experience background for evaluation and approval of the Contracting Officer to support construction activities or preparation of reports involving design or investigation and evaluation of issues associated with design and construction. Firm must demonstrate they have performed services as a Prime Contractor with a minimum contract at $3,000,000.00. TASK 7. COST ESTIMATING SERVICES DESCRIPTION OF WORK TO BE PERFORMED - Provide cost estimating services associated with the evaluation, analysis and preparation of construction changes or design alternatives. These services will cover all construction related issues which include but not limited to materials, systems and construction techniques. Review, analyses and recommendation of construction document cost estimates covering labor, materials, equipment, general conditions and requirements developed for the project as directed by the Contracting Officer. Participation in the VA/CFM review of the construction document submittal by the VA retained A/E of Record. Analyses shall be presented on forms as described in PG-18-15. Provide independent cost estimates as required by the Contracting Officer. Firm must demonstrate they have performed services as a Prime Contractor. TASK 8.CONSTRUCTION PERIOD SERVICES & SITE VISITS DESCRIPTION OF WORK TO BE PERFORMED - Acting through the Contracting Officer or designee, shall assist with the interpretation of the construction documents and make recommends deems suitable for the satisfactory prosecution of the construction work, shall prepare any supplemental drawings, specifications or other documents that may be required to clarify or supplement the construction documents, and shall assess the preparation of Construction Contract Modifications initiated by or through the VA to be executed in accordance with the Construction Documents. Firm must demonstrate they have performed services as a Prime Contractor. TASK 9.CONSTRUCTION SUBMITTAL REVIEW NOT ANTICIPATED THROUGH THE A/E OF RECORD CONTRACT DESCRIPTION OF WORK TO BE PERFORMED - The Contractor shall provide submittal review services covering products that may not have been listed within the contract documents but not limited to cut sheets, manufacturers data/performance sheets, samples, shop drawings which are beyond the services provided by the A/E of Record. Review periods will be established by the Contracting Officer. Compatibility analyses of different materials and recommendations associated with acceptance or rejection of alternate materials and products. Review duration will meet requirements established by Contracting Officer. Submittal review will be performed via the TRIRIGA System. The Contractor will be reimbursed for up to 2-licenses for their team to perform the required work. Firm must demonstrate they have performed services as Prime Contractor. TASK 10.REQUEST FOR PROPOSALS (RFP's) FOR DESIGN-BUILD PROJECTS DESCRIPTION OF WORK TO BE PERFORMED - The preparation of RFP documents for design-build projects in accordance with A/E Submission Instructions, Requests for Proposals, PG-18-15, Vol E as amended for NCA projects. Firm must demonstrate they have performed services as a Prime Contractor with a minimum contract at $3,000,000.00. TASK 11.CONSULTING SERVICES DESCRIPTION OF WORK TO BE PERFORMED - Provide consulting services and technical studies on a wide variety of facility design and construction issues including seismic studies, indoor air quality, national codes and standards review, cost estimating, facility operations, control of indoor air quality, impact of facility standards on building performance and facility life cycle, interoperability electronic standards for facility design, construction, operation, project documentation and construction management. Services may require on-site inspections. Firm must demonstrate they have performed services as a Prime Contractor. TASK 12.RISK ANALYSIS SERVICES DESCRIPTION OF WORK TO BE PERFORMED - Quantify the largest risks to a project or mitigate those risks (for example, GAO conducted a schedule risk analysis for a medical center and found that there is a 50 percent chance that the project won't be finished until more than 6 months after its estimated completion date). VA will require an integrated master schedule that includes VA and contractor efforts for all project phases. Firm must demonstrate they have performed services as a Prime Contractor. TASK 13.COMMISSIONING DESCRIPTION OF WORK TO BE PERFORMED - These services shall include but are not limited to providing professional and technical expertise for start-up, calibration, and/or certification of a facility or operating systems within a facility. The Contractor must be able to provide any level of commissioning need from total support to specialty services. Commissioning services may require start-up planning, forecasting start-up duration, estimating start-up costs, determining start-up objectives, organizing start-up teams and team assignments, testing building system components, conducting performance tests, obtaining O&M material, plus conducting, scheduling and/or supervising O&M training. TASK 14 - CONSTRUCTABILITY REVIEWS THROUGH DESIGN PHASES DESCRIPTION OF WORK TO BE PERFORMED - Constructability reviews shall be performed by an interdisciplinary team of experienced individuals with demonstrated knowledge and experience in their respective fields of design, construction and/or construction management. Constructability reviews shall be completed by going through a simulated step by step construction process for the project under review. Constructability reviews will be performed in five primary areas of work: 1) Structural, 2) Building Envelope, 3) Interior Architectural, 4) MEP, and 5) Site-work. Constructability reviews will examine the interface/coordination between the various adjacent systems and trades and applicable code and regulatory compliance. Reviews should focus on the constructability of the overall design approach, recommending changes/corrections to design approaches, and identifying the obscure, easy to miss, details. The review should be asking two basic questions: 1) "Is this project constructible with this set of construction documents? and 2) "What changes would you recommend to achieve the same design goals while making the project easier and more cost effective to build?" Firm must demonstrate they have performed services as a Prime Contractor with a minimum contract at $3,000,000.00. TASK 15 - OTHER A/E SERVICES Preparation of drawings in Auto CAD 2000 or higher Surveys (topographic and boundary) Soil/Geotechnical investigations Operations and Maintenance Support Information (OMSI) Physical Security evaluation and design Record Drawings preparation Provide comprehensive hazardous material (e.g. asbestos/lead paint) surveying and provide a design that will support the removal, demolition, and disposal of the hazardous materials in accordance with applicable laws and regulations. Energy Analysis and Studies Water Management/Irrigation Specialist Traffic Studies Structural Review ---END OF TASKS--- 5.
