Description
The description from the existing system. The U.S. Army Dugway Proving Ground Mission Installation Contracting Command, West Desert Test Center (WDTC), Dugway Proving Ground (DPG), Dugway, UT 84022 is seeking sources to provide the following: See attachment for further information. Please provide the following information in response to this sources sought announcement: (1)business name and address; (2) name of company representative and their business title; (3) pertinent details and experience of doing this type of services (identify any relationship with work conducted with the Governments chemical and biological programs); (4) business size as it relates to the NAICS code and size standard stated in this sources sought announcement; (5) contract types typically used for these types of services; and (6) other contract vehicles that would be available to the Government for the procurement of these services, to include General Service Administration (GSA) Federal Supply Schedules; and/or any other Department of Defense contracts. Mission: To provide the best, accurate measurements, and forecast of the planetary boundary layer for CBNRA AND UAS tests conducted at Dugway Proving Ground, and Safari (mobile). The radar is located approximately 30 miles from the front Gate of Dugway Proving Ground(DPG) and is located in two mobile trailers. There is electricity to the sight but no water or bathroom facilities. Background: The Dugway Proving Ground (DPG) frequency-modulated continuous-wave (FM/CW) boundary layer radar is a one-of-a-kind boundary layer profiler originally developed for the U.S. Army Atmospheric Sciences Laboratory (ASL). The FM/CW radar, which was constructed in the 1980s, was transferred to the DPG Meteorology Division in the mid 1990s when ASL was transferred to the new Army Research Laboratory (ARL) and the majority of the former ASL employees were relocated from White Sands Missile Range, NM to Harry Diamond Lab, MD. The radar was used by the Meteorology Division in the Joint Urban 2003 dispersion experiment in Oklahoma City, including making minor hardware and software upgrades. The radar was again upgraded in FY06 and was used nearly continuously until the computer system failed in FY13. The radar is located approximately 30 miles from the front Gate of Dugway Proving Ground(DPG) and is located in two mobile trailers. There is electricity to the sight but no water or bathroom facilities. Scope: Th e project is bounded by specific hardware and software upgrades to the radar. The contractor is expected to make the radar operational while providing improvements such as better graphical displays, improved receiving subsystem, and additional capability. The anticipated contract type if firm fixed price and the period of performance should be no longer than nine to twelve months. Performance Elements: 3.1 Upgrade Computers, operating Systems, and Peripherals: New, rack mounted computers (one main and one spare) that can easily handle the data processing and communications of the radar data and will provide up to five years of service. The system shall have no less than 1 TB data storage, at least one DVD R/W drive, and the RHEL6 operating system. Upgrade includes new monitors for data display and radar control, mouse, and speakers. The computers and monitors must be able to withstand movement of the trailers over typical roads at DPG. Standard: Procure and install new data processing, control, and display computer systems. Deliverable: Computer Documentation and Disks. 3.2 Upgrade LabVIEW software to latest version. a) STD: Latest version of LabVIEW software to run the radar control and display software. Deliverable Labview Software 3.3 Upgrade radar operation and display software. The upgrade includes the installation of a modern data acquisition system with full local and remote radar control, display of data, and data storage. STD: Latest version of radar control and display software. AQL: 100% Functional and operational. Deliverables A05 Operation and maintenance manuals 3.4 Design and fabricate new receiver The current receiver in the FM/CW radar works well, but it is very old and constructed with obsolete components. Any failure of the receiver would make the system inoperable. The current receiver is a one of a kind component and the manufacturer is no longer in business. The new receiver needs to made modular and from modern components. Its performance characteristics must match or exceed those of the current receiver. 3.4.1 The Contractor shall design a new receiver for FM/CW Radar. Performance Standards a) STD: The receiver design needs to accommodate all features of the current receiver and any enhancements to the FM/CW radar. AQL: 100% design appropriate for construction 3.4.2 The Contractor shall construct a new receiver for FM/CW Radar. Performance Standards a) STD: A working receiver that functions as well as or superior to the current receiver. AQL: 100% functionality of the current receiver Deliverables A01 Receiver Documentation 3.5 Calibrate radar for Cn2 Performance Standards a) STD: Calibrate the radar for the index of refraction structure function AQL: 100% calibration Deliverables A02 Calibration Report 3.6 The Contractor shall install RF surge suppression for FM/CW Radar. Install quarter wave stubs on the transmit and receive transmission lines. Performance Standards a) STD: Install RF surge suppression quarter wave stubs on the transmit and receive transmission lines. AQL: 100% installation 3.7 Tasks subject to the availability of funds These optional, but important, tasks will be provided by the contractor subject to the availability of funds for each item. 3.7.1 The Contractor shall install a RASS system for FM/CW Radar. The RASS system shall include the acoustic transmitter and receiver, mounted to the antenna and aligned with the RF antennas, control and signal processing software, and integrated display software. Performance Standards a) STD: Ability to measure virtual temperature along the boresight of the radar. AQL: 100% of measuring virtual temperature within 2 C to a height of 500 m. Deliverables A06 RASS System operations and maintenance manual 3.7.2 The Contractor shall construct a SODAR wind finding subsystem for the RASS. The RASS/SODAR system shall be able to provide a wind vector at 10 m vertical resolution to a height of 500 m above the FM/CW radar. Performance Standards a) STD: SODAR system making wind profile measurements once every 10 minutes. AQL: 100% measurement of the vertical profile of the wind vector in 10 m vertical increments with an inaccuracy of +/- 5 degrees in wind direction and < 1 m/s in wind speed from 20 m to 100 m AGL. Deliverables A07 SODAR operation and maintenance manual 3.7.3 The Contractor shall build Doppler wind finding capability for FM/CW Radar. Provide software for Doppler wind finding capability above 200 m AGL (above the optional SODAR capability). Performance Standards a) STD: Software to provide wind profile measurements once every 10. AQL: 100% measurement of vertical wind profile above 200 m with 50 m range resolution with wind speed accuracy of < 1 m/s and wind direction accuracy of +/- 5 degrees to an altitude of 4 km above the radar. Deliverables A05 Operation and maintenance manuals 3.7.4 The Contractor shall install waterproof connectors for FM/CW Radar. Install waterproof connectors for the microwave and control cables in order to seal the electronics trailer from rodent or insect infestation. The contractor shall also seal any existing pass-throughs preventing water, insect, or rodent intrusion in the trailer. Include the ability to add connectors (by the government or contractor) for equipment such as radio antennas, GPS antenna, etc. Performance Standards a) STD: Install waterproof connectors for all cables (microwave/control/etc.) that pass through the trailer walls. AQL: 100% waterproof connectors with no degradation of radar performance 3.7.5 The Contractor shall install software packages for FM/CW Radar. The following features, which are primarily software (with some minor hardware), are required under this task: 1. Watchdog timer to allow for an automatic restart in the event of hung software 2. Automatic restart and failure recovery in the event of a power failure. The system should return to the same operational state as that prior to the power failure. A software switch should enable or disable this feature. 3. Integrate GPS time and location data into the display and saved data/JPG files. 4. UPS management software to allow for UPS operation during failure recovery. 5. Transmitter signal monitor to provide a visual indication of the output of the transmitted signal (frequency, bandwidth, power, etc.). This is to ensure that the transmitted signal remains within the allotted frequency allocation for this radar. 6. Remote control capability when the radar is connected to the network. Performance Standards a) STD: Software packages installed and operational AQL: 100% operational of all software packages Deliverables A05 Operation and maintenance manuals 3.7.6 The Contractor shall purchase test equipment for FM/CW Radar. Test equipment includes RF power meter, spectrum analyzer, network analyzer, and other equipment proposed by the contractor. Performance Standards a) STD: Purchase all test equipment and deliver them with the radar during installation at DPG. AQL: 100% equipment with all documentation and software Deliverables A08 Purchased Test Equipment 3.7.7 The Contractor shall install and test automatic antenna control for FM/CW Radar. Performance Standards a) STD: Antenna control shall be able to point the antenna within 1 degree of intended spot and be able to scan programmable patterns. AQL: 100% operational PROCEDURES: This Request for Information (RFI) is a required component of a complete and systematic process to evaluate interested parties in order to minimize cost both to potentially interested parties and the Government. Interested sources are also encouraged to submit product literature in response to this Request for Information (RFI). Any submission of such product literature or catalog cut sheets will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposal. Interested parties should provide a statement of interest on company letterhead (not to exceed 20 pages in length) to: U.S. Army, Dugway Proving Ground, Attn: CCMI-CH-DP (Patricia Natividad, Contract Specialist), Dugway Proving Ground, Dugway, Utah 84022-5000. No basis for claim against the Government shall arise as a result of a response to this SOURCES SOUGHT or Government use of any information provided. Elaborate proposals or pricing information are neither required nor desired. Any innovative and new conceptual ideas to achieve the stated objective are encouraged. No solicitation document exists for this request for Sources Sought. This notice is for informational purposes only; it is not a request for proposals nor should it be construed as a commitment by the Government. The Government will not pay for any effort expended into responding to this sources sought announcement.
