- NOTICE OF INTENT TO AWARD A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase will be made utilizing Simplified Acquisition Procedures: •Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $150,000. •FAR Part 13.501 (a) for purchases exceeding the simplified acquisition threshold of $150,000. Award will be made based upon determination of fair and reasonable pricing. The Naval Research Laboratory (NRL) intends to award a sole source purchase order to Northwest Research Associates, Inc., of Redmond, WA, to develop and implement highly specialized signal detection systems. The Whisper system is a signal detection instrument that is currently being used by the Facility. It is a unique detection and classification system based on commercial, off-the-shelf (COTS) hardware and custom software based on cyclostationary theory and cyclic cumulant detection. The requirement is to upgrade to the Whisper system. The specific upgrade is the implementation of the existing software on to seven HP DL580 Generation 9 processing systems. The upgrade must most efficiently use the 72-cores of processing power of each system to increase processing speed and provide signal characterization results in real time for certain scenarios and improved characterization results for more complex scenarios. Additionally, the existing Whisper software must be implemented on seven HP DL580 Generation 9 processing systems so that it most efficiently utilizes the 72-core processors of the new system. The existing analog to digital/digital to analog converter card and other ancillary cards must also be implemented in the HP DL580 Generation 9 processing system. Once implemented, the software and hardware performance must be tested against a variety of scenarios, as determined by the user. These scenarios include the development and generation of a simulated signal suite to include DSSS, FH, OFDM, a variety of PSK, MSK, and interfering signals. These signals must be combined with a recorded signal environment, as collected and by NRL Code 8124, to generate spectral scenarios that fully exercise the performance of the HP DL580 Generation 9 processing system. Scenarios will be defined by NRL Code 8124 as data is collected during the period of performance. Additional software modifications may be required depending on the collected environment and mission dynamics. The North American Industry Classification System Code (NAICS) for this requirement is 541330, with the size standard of $15 million. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is 5961. Interested parties may identify their interests and capability to respond to this requirement within fifteen (15) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government.
