Sample Task Order #2 Sample Task Order #1 Sources Sought Questionnaire DRAFT Performance Work Statement This is a Sources Sought Notice. In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division, Boulder, CO on behalf of the Office of Marine and Aviation Operations (OMAO), Silver Spring, MD is conducting market research to determine potential sources for specialized technical and consulting support services and to understand the marketplace for these types of services. The North American Industrial Classification System (NAICS) code is 541330, Engineering Services, Marine Engineering and Naval Architecture. The size standard for this NAICS code is $38.5 million. All types of business are encouraged to submit a detailed Capability Statement in response to this sources sought announcement which will help NOAA develop its acquisition strategy. The nature of the work to be performed is a range of highly specialized technical, strategic planning, acquisition, and professional engineering services that support critical programmatic functions required to fully meet Office of Marine and Aviation Operations mission goals and statutory mandates. A draft Performance Work Statement a is provided for informational purposes only. Also provided, are sample task order work statements and questionnaire. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: 1)Company name and address 2)DUNS number 3)Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) 4)Company point of contact- name, phone, and e-mail address 5)What organizations your firm has performed this type of work for 6)How many employees does your firm employee 7)What is your firm's revenue base. 8)Completed questionnaire attached to this sources sought 9)Demonstrate capabilities for meeting the following requirements: •Capability to provide specialty skill sets in areas of: naval architecture, marine engineering, mechanical engineering, aeronautical engineering, electronics, electrical engineering, information technology, industrial inspection services, claims analysis/avoidance, incident investigation, root cause analysis, condition assessment regulatory/industry compliance checks, emergency response management, security/surveillance, critical infrastructure, navigation, avionics, human machine interface, laboratory arrangements, mission and deck equipment, and power generation; •Capability to provide strategic planning for technology programs/activities in the marine and aviation industry; •Capability to provide Acquisition and Life Cycle Management for the marine and aviation industry; •Capability to provide professional expertise concerning U.S. Government policy, the legislative process, and strategic planning; •Capability to organize technical workshops related to NOAA OMAO's mission goals and statutory mandates; •Capability to conduct concept development and requirements analysis; •Capability to provide system design, engineering and integration; •Capability to provide service related to professional training services; •Capability to organize scientific and technical workshops related to NOAA's mission goals and statutory mandates; •Capability to provide integrated logistics system planning, development, and support; •Capacity to manage up to 20 individual task orders per year, ranging in value from $25,000.00 to $5,000,000.00 each; •Capability to conduct independent engineering task reviews and program reviews; Interested sources shall submit an electronic copy of their Capability Statement and the Sources Sought Questionnaire to Anthony Buch, Contracting Officer via e-mail at anthony.r.buch@noaa.gov no later than 3:00 p.m. Pacific Time on May 10, 2016. This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this notice or reimburse for costs incurred by interested parties providing the information requested herein. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential acquisition strategy.
