- This is a presolicitation notice for a Design/Build project entitled Upgrades to Building Automation System (BAS) at the Thomas P. O'Neill, Jr., Federa l Building, 10 Causeway Street, Boston, MA 02222. This is a design/build project for the design and construction of upgrades to the Building Automation System (BAS) at the Thomas P. O'Neill, Jr., Federal Building. The O'Neill Building is also undergoing major upgrades to the Fire Alarm System and the building elevators. The Design/Build Contractor for the BAS will be required to coordinate its work with the two other projects. The Thomas P. O'Neill, Jr., Federal Building is a high rise office building located in downtown Boston, Massachusetts. It was constructed in 1986 and consists of an eleven-story high-rise portion which overlooks a five-story low-rise portion, including a five-story atrium. A basement level parking garage provides parking for approximately 230 vehicles. The current Building Automation System (BAS), responsible for managing and monitoring the mechanical and electrical systems, is a hybrid of pneumatic and digital controls. The pneumatic portions of the system are antiquated and have exceeded their useful life. Upgrading the BAS will allow for improved tenant comfort and better monitoring and control over the building's energy consumption. The objective is to design, construct, and commission a fully digital, non-proprietary, open architecture BAS to manage and monitor the operation of the HVAC system throughout the facility. The project replaces pneumatic control devices with Direct Digital controls (DDC) for mechanical and other equipment in the building; the BAS will be programmed to accept existing and new devices; and the sequence of operations for the BAS will be programmed for optimal energy savings for the building. The contract performance period for the project is approximately 600 calendar days from issuance of the Notice to Proceed with an anticipated project start date of Fall 2016. The General Services Administration strongly encourages participation by small businesses and the related socioeconomic categories of small disadvantaged, women-owned, service disabled veteran-owned and HUBZone businesses. The appropriate NAICS Code is 238210 (Building Automation System Installation Contractors) with a small business size standard of $15.0 million dollars. Estimated magnitude of construction, per FAR 36.204 - Disclosure of the Magnitude of Construction Projects, is between $1,000,000 and $5,000,000. All individuals working on this project will be required to obtain security clearances. The approach to source selection for this procurement represents the best value to the government in accordance with price and technical evaluation factors and not necessarily the lowest price. The solicitation will require offerors to submit technical and price proposals. Offers will be evaluated on technical capability and price, with technical quality being approximately equal to price. Tentative Evaluation Factors are listed in descending order of importance: 1. Past Performance, 2. Project Team, 3. Past Experience, 4. Phasing Plan, 5. Maintenance Plan. This is a negotiated procurement and there will NOT be a public bid opening. The solicitation, agreement, specifications, drawings and other applicable documents will be available on or about May 10, 2016, for electronic download from the Federal Business Opportunities website at www.fedbizops.gov at no additional charge. Contractors are responsible for printing the solicitation and all related documents. It is the Offeror's responsibility to monitor the site at www.fbo.gov. for the release of any amendments and/or other notifications of any changes to this solicitation (i.e., any amendments). The Government reserves the right to cancel this solicitation. A bid guarantee is required and the offerors must provide Performance and Payment Bonds prior to award. Offerors shall submit both written technical and price proposals. The solicitation will provide a date, time, and location for the Pre-proposal Conference.
