Description
NOTICE FOR JOINT-AIR-TO-GROUND MISSILE (JAGM) This is a synopsis in accordance with FAR 5.101 for the following contract modification. This synopsis is not a request for proposal or information, and a solicitation will not be issued for this requirement. The U.S. Army Contracting Command - Redstone (ACC-R) intends to award a contract modification under contract W31P4Q-15-C-0102 to Lockheed Martin Corporation (LMC) for additional JAGM Missiles to support Low Rate Initial Production (LRIP). The contract modification will increase the current LRIP quantities from 1020 to 2631. JAGM is an air-to-surface missile that consists of a newly developed, dual-mode guidance section mated to a HELLFIRE Romeo missile bus (warhead, control actuator system, rocket motor, and associated electronics). The U.S. Government intends to provide the HELLFIRE Romeo missile bus as Government Furnished Property (GFP). Joint service Rotary Wing (RW), Fixed Wing (FW) and Unmanned Aircraft Systems (UAS) will use JAGM for destruction of high value stationary, moving, and re-locatable land and naval targets from standoff range. JAGM is compatible with all joint force and allied RW and UAS that are currently compatible with the HELLFIRE II missile. JAGM uses advanced seeker and guidance technologies combining multiple sensors to provide improved Precision Point and Fire and Forget targeting for capability against fast moving and stationary targets in dirty battlefield/countermeasure intensive environments and adverse weather. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This acquisition was originally synopsized on 13 May 2014 with amendments on 19 May 2014, 23 May 2014, and 29 May 2014. A competitive Fixed Priced Incentive Firm (FPIF) contract was awarded to LMC for the Engineering and Manufacturing Development & LRIP on 31 July 2015. This contract modification is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy the agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. GENERAL INFORMATION: Lockheed Martin Corporation is the designer, developer, and manufacturer of the JAGM. LMC is the only known source that possesses the necessary knowledge, experience, and technical data required to fulfil the requirements specified. Interested parties may identify their interest and capability by sending a response and detailed capability briefing to the POC listed below. Interested parties must submit evidence of missile design maturity commensurate with a post-Critical Design Review (CDR) design and compatible with the HELLFIRE Romeo missile bus. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the expense of the interested party.
