- AMENDMENT 6 to BAA RIK-12-08 TITLE: Airborne Network Connectivity and Dissemination The purpose of this modification is to make the following changes: A) SECTION I, "Funding Opportunity Description" is revised to add a new focus area. B) SECTION IV, "Application and Submission Information", Paragraph 3, "Submission Dates and Times" is modified to add a specific submission date for Focus Area 6. No other changes have been made. ____________________________________ A) In SECTION I, add the following information immediately following Paragraph 5/ Radio Frequency (RF) Resiliency for AOC Mission Systems : 6. Networking Airborne and Ground Based Nodes AFRL has interest in flight experimentation capability to demonstrate a robust, mobile ad hoc networks incorporating both airborne and ground based nodes. Flights will be performed in Upstate NY utilizing the Information Directorate's experimentation sites of Rome, Stockbridge, and Newport NY. Airborne nodes will act as surrogates for fighter and unmanned platforms. There is also interest in the capability to carry pod-based payloads for experimentation, and investigating Joint Aerial Layer Network (JALN) concepts. At least one flight test per year for three years in envisioned. Year one will focus on establishing/quantifying a robust network that will support the subsequent years' experimentation. The follow on years will look to do risk reduction experimentation for manned/unmanned teaming and advanced communications and antenna R&D payloads. Expertise will be required in the areas of airborne networking/communications, systems engineering, development of flight test plans, Tech Review Boards and Safety Review Boards, and the installation and configuration of onboard equipment, flying the platforms, and data collection. B) In Section IV, Paragraph 3 is deleted and replaced in its entirety with the following : 3. SUBMISSION DATES AND TIMES: It is recommended that white papers be received by the following dates to maximize the possibility of award: FY 13 by 16 Dec 2012 FY 14 by 01 Oct 2013 FY 15 by 01 Oct 2014 FY 16 by 01 Oct 2015 Submission Time and Date Specific to Focus Area 5 ONLY : White Papers for this focus area must be submitted by 25 Apr 2016, 6 PM Eastern Time. After this time, this focus area will be closed and no further submissions will be accepted. Submission Time and Date Specific to Focus Area 6 ONLY : White Papers for this focus area must be submitted by 25 May 2016, 6 PM Eastern Time. Remaining submission dates for this BAA: FY 17 by 03 Oct 2016 White papers will be accepted until 2PM Eastern Time on 29 Sep 2017, but it is less likely that funding will be available in each respective fiscal year after the dates cited. The closing date for this BAA is 29 Sep 2017.
