Description
SOURCES SOUGHT This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this is to gain knowledge of potential qualified sources and their size relative to NACIS 541613. Responses will be used by the Government to make appropriate acquisition decisions. Responses are not considered responses to any potential solicitation announcement. The purpose of this Contract is to obtain service for conducting LGBT awareness focus groups at pre-designated VA sites with small groups of veterans. Background: The Lesbian, Gay, Bisexual and Transgender (LGBT) Program within the Office of Patient Care Services in the Veterans Health Administration works to raise awareness about best LGBT healthcare practices and educate clinical staff. The LGBT Program aims to conduct three-to-four LGBT Veteran focus groups over a five-year period at three or more VA facilities. The goal of the focus groups is to identify health awareness messages and images that LGBT Veterans will respond to when viewed as part of a public health campaign at all VA facilities. Information obtained from LGBT Veteran focus groups will be used to "Identify health-relates messages and strategies to engage LGBT Veterans in healthcare. "Develop media materials (e.g., posters, screen savers, fact sheets, brochures, etc.) to raise LGBT health awareness that can be utilized at each VA facility. "Provide information and resource materials to VA facilities to raise LGBT health awareness and create a more welcoming clinical environment for LGBT Veterans. Contractor shall provide the following services: -Conduct focus groups at designated VA sites to identify health awareness messages and images -Coordinate travel for group engagement coordinators -Manage compensation for focus group participants and coordinator travelers I. Period of Performance a.Base period of 1 year, with 4 one-year options. b. Place of Performance: Michael E. DeBakey Veterans Affairs Medical Center (MEDVAMC) 2002 Holcombe Boulevard Houston, TX 77030 II. Responses The MEDVAMC requires the following questions answered in this RFI: a.Name of Potential Contractor that possesses the capability to perform this work. Contractors shall also provide their point(s) of contact name, address, telephone number, and email address; and the company's business size, and Data Universal Numbering System (DUNS) Number. b. Is your company a small business (SB, SDVOSB, VOSB, HUBZone, or 8A) concern? i.Please provide proof of qualifications. ii.Provide explanation if company will be performing 51% of the work. c.Provide a list of active and inactive sales for commercial, federal, state and local governments. d.Is your company available under any Government Wide Agency Contract (GWAC), Indefinite Delivery Indefinite Quantity (IDIQ), and/or Blanket Purchase Agreement (BPA)? If so, please list the contract number and a brief summary of the products and services provided. e.Provide a short summary (two pages or less) of your potential approach to this type of contract and meeting the specific maintenance requirements for the identified equipment and your experience managing similar contracts with similar equipment. MEDVAMC, is seeking information from potential contractors on their ability to provide this service. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. Small Business Concerns are encouraged to provide responses to this RFI in order to assist the MEDVAMC in determining potential levels of competition available in the industry. III. Instructions and Response Guidelines: All questions shall be submitted by Wednesday, April 27, 2016 by 2:00pm (CST) via email to Roxanne.richards3@va.gov. RFI responses are due by Friday, April 29, 2016 at 2:00 pm (CST); size is limited to 8.5 x 11 inches, 12-point font, with 1-inch margins in Microsoft Word format via email to Roxanne.richard@va.gov. The subject line shall read: Service contract for Conduct LGBT Focus Group NO SOLICITATION EXISTS AT THIS TIME. There is no page limitation on subparagraphs II(a) - II(d). Please provide the information you deem relevant in order to respond to the specific inquiries of the RFI. Information provided will be used solely by MEDVAMC as "market research" and will not be released outside of the MEDVAMC Purchasing and Contract Team. This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary as well as subject to modification and is in no way binding on the Government. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. If a solicitation is released, it is will be synopsized in the Federal Business Opportunities (FedBizOpps) website or GSA Portal. It is the responsibility of the interested parties to monitor these sites for postings.
