Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Keysight Technologies, 9780 S Meridian Blvd., Englewood, Colorado for the acquisition of a Nano-Indentation Measurement System, to be used by the Polymer Materials Group/ Engineering Laboratory (EL), at NIST, Gaithersburg, MD. Sole source determination is based on the need to replace the current Nano-Indentation Measurement System that is no longer supported by the manufacture. The Nano-Indentation system will support the Sustainable Engineered Materials and Net-Zero High Performance building programs. The three critical features include: 1. Indentation resolution at least 0.001nm or smaller; 2. Scratch speed between 500 nm/sec and 1 mm/sec; 3. Data file compatibility with.mss files. The first two features are required to accommodate accurate measurements on polymeric material used in the current projects. The last feature is required to make use of critical twelve (12) year old data and make it compatible with the new Nano-Indentation Measurement System. Key sight Technologies is the only capable vendor in providing the required system. The North American Industry Classification System (NAICS) code for this acquisition is 334515- Instrument Manufacturing for Measurement and Test.
