- Salient Characteristics (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Subpart 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, number W911QY-16-T-0014, is issued as a Request for Quotation (RFQ) (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. (iv) The associated North American Industrial Classification System (NAICS) code for this procurement is 519130 with a small business size standard of 1000 employees. (v) The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Natick Contracting Division (NCD) has a requirement for access to an online full citation database that would provide scientists and researchers with the ability to acquire knowledge which would enable the writing of effective technical reports, papers, journal articles, book chapters and proposals for mission critical research. CLIN 0001 - On Line Access to Website for a period of 12 months beginning upon contract award. CLIN 1001- On Line Access to Website - Option Year 1 CLIN 2001- On Line Access to Website - Option Year 2 CLIN 3001 - On line Access to Website - Option Year 3 (vi) Please refer to attached salient characteristics for the Brand Name OR EQUAL requirement which must be met or exceeded. (vii) Delivery is required 10 days after contract award (viii)The following provisions apply this solicitation: 52.212-1, Instructions to Offerors -Commercial 52.204-7, System for Award Management 52.204-13, System for Award Management Maintenance 52.204-16, Commercial and Government Entity Code Reporting, 52.207-4, Economic Purchase Quantity - Supplies 52.207-1, Notice of Standard Competition 52.211-6, Brand Name or Equal, when brand name or equal purchase descriptions are included in a solicitation. 52.212-1, Instructions to Offerors -- Commercial Items 52.212-3, Offeror Representations and Certifications -- Commercial Items 52.212-2, Evaluation -- Commercial Items, in solicitations for commercial items 52.209-7, Information Regarding Responsibility Matters 52.222-56, Certification Regarding Trafficking in Persons Compliance Plan (ix) Quotations will be evaluated on the following factors: Technical Capability and Price. The factors are listed in descending order of importance and the non-price factor is significantly more important than price. The Government intends to use a trade-off process to determine which quotation offers the best value; therefore vendors are cautioned that a contract may not necessarily be made to the lowest priced quotation. (x) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and is incorporated by reference into this RFQ. (xi) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and is incorporated by reference into this RFQ.
