Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION AVAILABLE. THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. The Naval Sea Systems Command (NAVSEA) Program Executive Office Submarines (PEO SUB) seeks to obtain a list of sources interested in fulfilling the requirements for a Tactically Oriented Technology Insertion Mast (TOTIM). TOTIM is a non-rotating modular and reconfigurable imaging mast to be used with the Integrated Submarine Imaging System (ISIS) on VIRGINIA (VA) and planned for OHIO Replacement (OR) class submarines. The TOTIM development strategy is based on a Phase 1 approach for a set of initial capabilities as well as an architecture that will support mission specific modules which will notionally be developed in future Phase 2 efforts. For the purposes of TOTIM, a "module" is defined as a physical structure containing one or more TOTIM capabilities and having a module-to-module mechanical and electrical/fiber optic interface. TOTIM modules shall be designed to be removable at the I-level either on the ship or within the I-level facility in support of varied mission requirements and to facilitate introduction or replacement of different capabilities. TOTIM modules shall be designed to be interchangeable such that, for example, an upper module could be swapped with a lower module and vice versa. Initial TOTIM imaging capabilities include 360 degree panoramic imaging in the visible and infrared spectrum, high resolution imaging in the visible and infrared spectrum, and eyesafe laser rangefinding (ELRF). TOTIM shall also incorporate antennas for Electronic Warfare Support (ES), navigation, radar, and VHF communications. TOTIM will be installed in either, or both, of the Universal Modular Mast (UMM) locations currently used for imaging sensors on VA and planned for OR and shall utilize the common diploop cables and Electrical Hull Penetrators (EHP) identified by the references below. TOTIM shall meet the requirements of a Performance Specification (PMS435-IMG-TOTIM-16-14, currently in draft) with a focus on imaging and ES performance, modularity, reliability and survivability (Grade A shock). The Government requests that interested sources provide proposed plan and concepts to delineate a viable approach to meeting the requirements of the performance specification with special emphasis on the following: 1. Maximum Diameter of 8.5" (including any treatments required to meet RCS reduction requirements). If the maximum diameter of 8.5" is not feasible then the white paper shall provide a design approach and/or a discussion of how to minimize the outside diameter while meeting the performance requirements. The achievable diameter should be delineated in the white paper. The maximum length for TOTIM shall be 153". 2. Modularity and Re-configurability considerations. Performance Specification requires any module anywhere over a portion of the sensor height (as identified in the SECRET annex). This includes future separation of the components in the ES modules. Describe the feasibility to meet the any module anywhere capability for a subset of the sensor height if not achievable over the specified SECRET annex sensor height. 3. Long range search and identification requirements in the SECRET annex to the Performance Specification. 4. Address considerations for limiting max power from inboard system for TOTIM. 5. A single configuration of TOTIM that meets all requirements. 6. A mast architecture that can support receive only anti-jam GPS and two-way communications capabilities to include VHF LOS, UHF LOS, UHF SATCOM, IFF, L-band UAS, SHF (GBS) and EHF. Describe feasibility to include these capabilities and if not feasible, then the white paper shall provide limitations and a discussion of the technical barriers and issues involved. The responses should also state areas in the sources sought document or in the performance specification that are not technically achievable or are particular technical challenges. In addition, the white paper should delineate technical trade spaces, in which changes to the performance specification requirements could reduce technical risks. Finally, the Government has highlighted some key areas in the performance specification that are of particular interest and those items should be addressed in the responses. The AMPPM interfaces will most likely be inadequate to meet the requirements of the TOTIM specification and are provided as general information only. For example, the AMPPM internal module design does not support full interchangeability of modules due to mechanical and signal routing limitations. Companies should respond to this sources sought notice by providing an expression of interest and a request for the documents detailed herein. These documents will not be posted online as an attachment to this sources sought notice. In addition, national policy does not support release of the documents listed herein to foreign sources. The documents will be mailed only to those companies with a valid security clearance of SECRET or higher. To attain copies of the documents, companies must submit a written request to the PCO Representative, Cady Walker, at cady.walker@navy.mil by 09 May 2016. Telephonic responses are not acceptable. The written request must include the company name, CAGE code, complete company address, level of facility clearance and security point of contact. Once a company's need-to-know and security clearance is verified and approved, the company will be authorized to receive the detailed documents and related controlled files. The non-classified documents will be distributed to cleared companies via the AMRDEC SAFE website ( https://safe.amrdec.army.mil/safe/ ). The classified documents will be distributed via regular mail. All written expressions of interest and information in response to this sources sought shall be submitted to the PCO Representative, Cady Walker, at cady.walker@navy.mil by 27 June 2016. This sources sought notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Any information submitted by respondents as a result of this sources sought notice is strictly voluntary. All documentation shall become the property of the Government. All information provided by the respondents can be marked "business sensitive" and will only be shared between Government activities and employees. Responses can be classified up to the SECRET level but need to be marked and handled appropriately in accordance with the referenced security classification guides for Periscopes and Imaging systems and for ES systems. The Government will accept specific questions or comments submitted in response to this notice or information provided as a result of this sources sought notice. The Government may or may not be able to provide answers to all questions at this time. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. If a solicitation is issued, it will be announced later via FedBizOpps and all interested parties must respond to that solicitation announcement separately from the response to this sources sought notice. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT SOLELY ON THE BASIS OF THIS SOURCES SOUGHT NOTICE.
