Description
Justification for Other than Full and Open Competition Sole Source Posting NWWY2000-16-00131RDS ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Radiation Solutions, Incorporated for assisting the National Weather Service (NWS) in refurbishing GAMMA crystals. ***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) National Weather Service's (NWS) requirement for refurbishing GAMMA crystals, which are a key component of the gamma radiation spectrometers that measure snowpack water equivalent and soil moisture for NWS models. Radiation Systems, Inc. is the original equipment manufacturer of the gamma detectors. The refurbishment of the crystals is part of the long-term maintenance life cycle of the detectors. The full refurbishment process includes several steps that only Radiation Solutions personnel are trained to do, and have experience doing. This includes unpacking the detector and removing all associated hardware, testing the crystals against their original baseline values, and repacking the crystals into the detectors following the refurbishment. Contracting with Radiation Solutions, Inc. represents the lowest overall risk to the government by ensuring that the detectors are only being handled by trained personnel. The period of performance is from the date of award through September 15, 2017. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
