- WIDS Requirements for desiginated areas This is a Request for Information (RFI) as outlined in FAR 15.201(c) (7). The purpose of this RFI is to accomplish market research regarding technical security equipment and systems pursuant to Federal Acquisition Regulation (FAR) Part 10, and to identify businesses capable of performing the functions described herein. The government is requesting information regarding the availability and feasibility of attracting new equipment providers to support the requirements of the Department of State, Bureau of Diplomatic Security (DS), Office of Security Technology (ST), as described in this RFI. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment on the part of the government to conduct a solicitation for the below-listed services in the future. This market research will identify potential small business sources (including 8(a) business development participants, veteran-owned small businesses, service disabled veteran-owned small business (SDVOSB), HUB Zone small business concerns, small disadvantage women-owned small business concerns). The anticipated North American Industry Classification System (NAICS) Code assigned to this procurement is 334511 (other search, detection, identification, and tracking systems and equipment). DS/ST is seeking a commercial off-the-shelf (COTS) Wireless Intrusion Detection System application that is available for sale to the U.S. government or a U.S. government contractor or sub-contractor, in single-piece quantities. Responders are advised that the government will not pay for information submitted in response to this RFI, nor will it compensate responders for any costs incurred in the development/furnishing of a response. No proprietary, classified, confidential, or sensitive information should be included in the response. 2.0 Background The Bureau of Diplomatic Security (DS) is the law enforcement and security arm of the U.S. Department of State (DOS). DS is responsible for providing a safe and secure environment for the conduct of U.S. foreign policy. All Foreign Service posts (embassies, consulates-general, consulates, et al.) operate with technical and physical security programs designed and maintained by DS. In general terms, DS is responsible for direct, recurring support for physical and technical security programs at some 270 overseas Foreign Service posts. The Office of Security Technology (ST) has the key role in ensuring that overseas technical and physical security systems are installed, maintained, repaired, upgraded, and monitored. In support of these responsibilities, DS/ST is recommending acquisition and deployment of a Wireless Intrusion Detection System (WIDS). DS is seeking commercial off-the-shelf (COTS) products for this application. While potential vendors may suggest an item that is a modification of an existing product, the requirement of any future procurement will be a COTS product that is available for sale to the U.S. government or a U.S. government contractor or sub-contractor, in single-piece quantities. 3.0 Prerequisites At this time, there is no requirement for a facility security clearance or cleared staff under the National Industrial Security Program. However, if a respondent participates in the National Industrial Security Program and has facility and personnel clearances, that information should be provided in the response. The company must have a robust technical support group to support user, installation and repair documentation; technical and software updates/revisions; and training, as may be needed by the U.S. government. 4.0 Requirements Diplomatic Security seeks acquisition and deployment of WIDS. For full statement of the requirements, see attached document titled “Requirements for a Wireless Intrusion Detection System (WIDS). 4.1 System Function To detect, identify, GEOLocate, and log all activation and use of a Wi-Fi, Bluetooth, or cellular device within a 10-foot designated zone of control. See the attached requirements document for details. 4.2 Environment The WIDS environment will range anywhere from wooden structures to 20-inch rebar-reinforced concrete walls. In most cases, DS will be working above the facility ceiling tiles in plenum spaces. Environmental temperatures may vary and are contingent upon AC systems, specifically when AC systems are turned off on weekends and buildings heat up. The WIDS project installation is planned for different geographical areas, some humid, and others dry. In these cases, temperatures can range from 70 to 120 degrees. Additionally some work will be conducted in earthquake zones where buildings frequently tremor. 4.3 Hardware In an ideal scenario, a single sensor will detect Wi-Fi, Bluetooth and cellular devices. DS would mount the sensors within Radio Frequency (RF) invisible containers with tamper sensors, and then mount these containers above the ceiling tiles in plenum spaces. The enclosures should connect to conduit to ensure no one tampers with the cabling for the sensor, or the tamper sensor wiring. Additionally, a multiple sensor option is acceptable; provided DS can place the sensors within the same RF invisible container, and report to the same server. Regardless of the number of sensors used, the reports generated by the server must be useful in identifying activity in the restricted zones as outlined in the attached requirements document. 5.0 Information Submission Instructions : If your company has the capacity to perform the requirements outlined above, please provide the following information: Organization name, address, email address, web site address, telephone number, point of contact, size of business, qualified small business category and certification, type of ownership (including country of ownership) for the organization, DUNS Number, and Cage Code. Request your company submit any GSA Federal Supply Schedules (FSS) with schedule number and/or other Government-Wide Acquisition Contract (GWAC) that would permit the company to perform under the given NAICS/requirement description. The deadline for submitting questions directly related to this announcement is 3PM (EST) May 13, 2016 and shall be emailed to BalboaER@state.gov. The words "Wireless Intrusion Detection System" must appear in the subject line. Responses are limited to ten (10) pages not including cover page and table of contents. All responses to this Sources Sought Notice must be submitted electronically to Exiquio “Zeke” Balboa, Contracting Specialist, via email at BalboaER@state.gov and shall have the words "Wireless Intrusion Detection System" in the subject line. Telephone inquiries will not be accepted or acknowledged.
