Description
This notice is issued for the purpose of market research (FAR) 10.002(b)(2)(i) and to assess capabilities and qualifications of interested parties, for both large and small businesses, as part of market research and acquisition planning. The National Aeronautics and Space Administration (NASA) seeks to obtain the most current information regarding planning and developing a challenge activity that will provide U.S. students matching grants for aeronautics projects. This Request for Information (RFI) is for information and planning purposes only and to allow universities and interested individuals the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. Background NASA's Aeronautics Research Mission Directorate (ARMD) seeks to develop novel concepts with the potential to create new capabilities in aeronautics by challenging the U.S. student community. NASA would seek U.S. students who have an aeronautics-related research idea that align with any of the six ARMD strategic thrusts (http://www.aeronautics.nasa.gov/pdf/armd-strategic-implementation-plan.pdf) and have the passion to develop that idea. NASA seeks to obtain the most current information regarding planning and developing a student activity that will provide U.S. students grants for aeronautics projects that are cost shared with matching funds obtained by the students from crowdfunding platforms. Information Requested NASA invites comments on the topics below; however, comments are not limited to these topics: • What deliverables can NASA expect from the students? • Is a one-to-one match of NASA funding with crowdfunding dollars the right balance? • What amounts would be considered the norm in terms of funding per project? • What proposal acceptance times by NASA would most match student needs to proceed with their projects? • What crowdfunding platforms would work for students? • What communication channels are most likely to reach the diverse U.S. student community that would be interested in such efforts? • What are the challenges of getting students to be proposers? • How can a student project affect the ARMD Strategic Implementation Plan (http://www.aeronautics.nasa.gov/pdf/armd-strategic-implementation-plan.pdf) outcome? • What other ideas should be considered when developing a crowdfunding project for aeronautics-related ideas? Any lessons learned from related activities? Please feel free to identify and explain issues that are, in your opinion, the most important for NASA staff to address and state why. Submitting a Response Response to this RFI is voluntary. Responders are free to address any or all of the above items. Responses are welcome from all - students, organizations, associations, or other individuals. All RFI submissions must be sent by electronic mail to gary.a.shelley@nasa.gov with "University Student Research Challenge RFI" in the subject line. The due date for RFI submissions is May 31, 2016. Please note that RFI responses are not expected to exceed 3 pages in length and should only address the information requested. Any attachments should be in PDF format. The body of the email message should identify the respondent's name, organizational affiliation, and email address. Inquiries Inquiries regarding this RFI may be sent by electronic mail to gary.a.shelley@nasa.gov with "University Student Research Challenge RFI" in the subject line. This RFI is for planning purposes only and should not be construed as a solicitation for proposals or an obligation on the part of the government. The government will not pay for the preparation of any information submitted or for the government's use of that information. NASA will use the information submitted in response to this RFI at its discretion and may not provide comments to any responder's submission. However, responses to the RFI may be reflected in future funding opportunity announcements. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information or provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
