- Notice of Intent to Increase the Contract Ceiling on N00173-13-C-2001 Description: This is a Notice of Intent to increase the ceiling on contract N00173-13-C-2001 awarded on December 28, 2012. The effort under the contract is in support of the Naval Research Laboratory (NRL), Alternate Energy Section, Chemistry Division. The NAICS code for this procurement is 332420 - Metal Tank (Heavy Gauge) Manufacturing. The Navy is developing composite vessels (or tanks) for the high-pressure storage of high purity hydrogen and oxygen gases for use in seawater. The gas storage tanks must be as lightweight as possible tanks to maintain near neutral buoyancy in seawater. The intention is to use the tanks over an extended period with numerous fill cycles, and also that they maintain a relatively low gas leak rate. Due to the inherent safety concerns with storage of hydrogen and oxygen, a Department of Transportation (DOT) special permit is required for this development effort plus the vendor must follow formal procedures for a Damage Control Plan (DCP). Due to the nature of the research and development effort, NRL could not have reasonably estimated the additional needs under this program. This action includes an increase of approximately $1,900,000. This "Notice of Intent" is for informational purposes only; it is not a request for competitive proposals nor should it be construed as a commitment by the Government. Interested parties may submit comments in writing to the contract specialist listed below. This notice will be posted for 15 days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government. A solicitation for a follow-on competitive contract, if needed, will be published on the Federal Business Opportunities (FedBizOpps) website.
