- SYNOPSIS PROJECT TITLE: Upper Air Observations at 3 National Weather Service Observation Sites LOCATION OF WORK: San Diego, CA; Oakland, CA; and Salem, OR (Note that the Quillayute, WA site will not be part of this requirement. There will be only 3 sites.) NAICS CODE: 541990, All other Professional, Scientific, and Technical Services. The small-business size standard is $15M. This acquisition is a total set aside for Service Disabled Veteran Owned Small Businesses. DESCRIPTION: The Contractor shall provide the following types of Upper Air Observations: Type A: The contractor must take "standard upper air observations" twice daily at each site and code them for the operational use of meteorologists and hydrologists, as well as for international dissemination. Type B: The contractor is required to take up to 7 additional "special observations" during the performance period 1 and up to 12 additional "special observations" during any exercised performance period per a request from the NWS. Type C: The contract will also contain an unpriced CLIN at each site for each performance period to allow for the possibility of additional upper air observations. These observations will only be added after a negotiated modification. CLIN STRUCTURE: This solicitation covers 3 National Weather Service Observation Sites. The RFP will require contractors to provide pricing only for the sites they are interested in. Contractors may be awarded 0 sites, 1 site, 2 sites or all 3 sites on one contract. Note that only one contractor can be awarded a specific site with options for all the periods of performance (1-5). The Department of Labor Wage Determination 2005-2442 applies to this site. All dates listed below are tentative; official dates will be provided when the solicitation is released.
